Enrollment-based Program Types 01, 02, 03, and 15 report that Membership Share value. Instructional-hour Program Types 04 through 12 report 0. The FTE expression evaluates whether an instructional-hours program code exists rather than limiting FTE to final Program Type 01.	Verify Membership Share on the applicable current or historical enrollment. Identify whether the row is a standard, EL, PNP, Half-Day Kindergarten, or instructional-hour record. Program Types 01, 02, 03, and 15 should report Membership Share; Program Types 04 through 12 should report 0.
