Ed-Fi: Publish Attendance Records Only on Calendar Days Marked as In-Session

For schools using Daily Attendance, the following updates have been made:

Publish default daily attendance for all in-session school days for any student where an attendance record does not exist.
Prevent the publication of attendance records for any calendar day that is not marked as an 'in session' school day.
