(FS, FM) Student Standing/Detailed Attendance CSV Record – Zip File Output

Overview

This page documents the CSV output that contains two state reporting files generated together for state reporting: the (FS) Student Standing Record and the (FM) Student Detailed Attendance.

In the appropriate student collections, a district will submit one or more FM records to report attendance for each student. There must be at least one Student Detailed Attendance (FM) record for each Student Standing (FS) Record reported for a student. If within the date range of a Student Standing (FS) Record a student has hours in attendance, excused absence hours and unexcused absence hours, there must be at least three Student Detailed Attendance (FM) Records reported. In addition, a student should have at least one FM Record that includes each day in that student's calendar for which attendance is expected. As long as a student has at least one FM Record for each FS Record date span that includes required attendance days for a student based on their calendar, then it is not necessary to report every combination of Attendance Type and Attendance Detail unless the total Attendance Hours for that combination and date range is greater than zero.

  • Delivery format: Two separate .csv files are produced for FS and FM.

Report Input

The report input is completed once and is used to generate both the FS and FM CSV files.

The report input is done in Data and Reporting > Reports > Compliance Reports (FS, FM) Student Standing/Detailed Attendance CSV Record.

Report Parameters

Schools for which to run?*

If run at the district level, choose one of the following:

  • Select Multiple Schools – Select schools to include in the report. To select a single school, click that school. To select multiple schools, use Ctrl+Click and select each school to be included. Select schools to include in the report

  • All Schools – Run the report for the entire district.

If run at the school level, the report includes all records associated with the current school that meet the selection criteria. To change the current school, click School at the top of the page and choose the appropriate school from the list.

Current Selection of Students*

Indicate which students to include in the report by selecting one of the following options:

  • The Selected [number] Students Only – Run the report for students in the current selection.

  • All Students – Run the report for all students in the current school or district that meet the selection criteria.

Note: If running the report for a single student, or group of students, select the students prior to running report.

Report Start Date*

Enter the start date for scanning school enrollments.

Format: [M]M/[D]D/[YY]YY

Report End Date*

Enter the end date for scanning school enrollments.

Format: [M]M/[D]D/[YY]YY

Reporting Period*

Select the reporting period for which you are creating the extract – (S) Student.

Fiscal Year*

Enter the fiscal year for the report.

JVS/ESC

For JVS/ESC reporting entities the parameter radio button identifying that the report is being run for a JVS/ESC.

Run Now

Select this option to execute the report in the order it is received in the report queue.

Schedule (available Version 7.1.1.)

Enter the start date and start time for the report.

  • Select Run Once and Submit to run the report at the specified date and time.

  • Select Repeat to set future dates (Daily, Weekly, Monthly, Yearly) and Submit.

(FS) Student Standing Record (CSV)

The FS CSV contains Student Standing Record data.

This field contains the first day, inclusive, that the set of all other values on this record are valid. For a student with a District Entry Date prior to the current year, the Effective Start Date defaults to July 1 of the current school year. (FM) Student Detailed Attendance (CSV)

The FM CSV contains student-level attendance details used for Ohio compliance reporting. It is produced as a separate CSV file alongside the FS CSV.

Reporting the Student Detailed Attendance (FM) Record is required beginning in FY27. If a district does not submit this record for all students who should have attendance reported, attendance reporting requirements still apply to the applicable state reporting records.

There must be at least one FM Record for each FS Record reported for a student. If within the date range of an FS Record a student has hours in attendance, excused absence hours, and unexcused absence hours, there must be at least three FM Records reported. The start and end dates on each FM Record must be between the start and end dates of a single FS Record. A single FS Record can span the dates of multiple FM Records. Although these attendance columns are no longer included in the FS CSV, the FS override fields in the UI—Hrs_Excused, Hrs_Present, and Hrs_Unexcused—still populate the FM when data is entered.

For students who were summer withdrawn or did not attend at all (withdrawal reason 81), the FM will produce 1 record with Attendance Type AT (FM070), Attendance Detail AT (FM080), and Attendance Hours of 0 (FM100 = 0.00). This ensures that the minimum requirement of at least one FM record per FS record is met, even when the student has no actual attendance to report.

Attendance Type

Indicates what type of attendance is reflected by the hours on this record. Valid Options: AT – In attendance; EX – Excused absence; UN – Unexcused absence. This value is not stored directly in a PowerSchool field but is calculated based on the student's attendance records. The system evaluates each attendance record's attendance code category to classify hours into the appropriate category. To properly calculate attendance, the student's [S_OH_STU_FD_X]local_attend_pattern must align with a corresponding Grade Schedule record [S_OH_Grade_Sch_S]. If there is not a corresponding record, attendance cannot be calculated. If override values are entered in the FS hour fields ([S_OH_STU_FS_X]Hrs_Present, Hrs_Excused, Hrs_Unexcused or [S_OH_STU_FS_HISTORY_C]Hrs_Present, Hrs_Excused, Hrs_Unexcused), those FS override values take precedence over the calculated FM attendance values and no standard attendance-code-based calculations are included for FM070/FM080/FM100.

Provides additional context to further define the Attendance Type for this record. This value is not stored directly in a PowerSchool field but is derived from the Attendance Type (FM070). Valid Options: AT – In attendance; AB – Absent. Mapping: When Attendance Type is AT (In attendance), the Attendance Detail is AT. When Attendance Type is EX (Excused absence) or UN (Unexcused absence), the Attendance Detail is AB (Absent). The presence status of each attendance code determines whether hours are categorized as present, excused absent, or unexcused absent.

Attendance Hours

The actual number of hours a student was in attendance or absent for the combination of Attendance Type (FM070) and Attendance Detail (FM080) between the effective dates on this record, inclusive. Valid range: 0000.00–1800.00. Only time when the student is required to be in attendance is included. Hours are calculated using the same attendance calculation logic described in FM070. Additionally, the Percent of Time that a student participates in district instruction is used as a multiplier when calculating attendance hours. If FS hour override values are entered, those override values take precedence over the calculated FM attendance hours.

  • Separate files: The FS and FM records are delivered as two separate CSV files.

  • Reconciliation: The FS and FM CSV files are produced separately. Use the FM CSV as the source for attendance details.

  • Validation: Use Effective Start/End Dates from FS to bound the FM records.

  • No overlap: FM Records with the same Attendance Type and Attendance Detail cannot have overlapping date ranges.
