Student Restraint and Seclusion Report

Data Collection for Student Restraint and Seclusion

The Student Restraint and Seclusion Report will extract a record for each instance of Restraint or Seclusion in PowerSchool Incident Management.

There are 2 scenarios where a Student can be restrained or secluded. There will be a record in the Student Restraint and Seclusion Report for both these scenarios.

  1. When the Restraint or Seclusion is the outcome of a disciplinary action.

  2. When the Restraint or Seclusion is not the outcome of a disciplinary action.

In order for restraint and seclusion records to extract correctly in the Student Restraint and Seclusion Report, it must be ensured that the incidents are created in PowerSchool Incident Management for the 2 scenarios as per the details shared below for both scenarios.

Scenario 1: Restraint or Seclusion associated with a Disciplinary Action

The Incident should have the following details:

  • The Incident Type should be State Reportable^.

  • The Student subjected to Physical Restraint or Seclusion is not excluded from State Reporting.

  • The School where the student is enrolled is not excluded from State Reporting.

  • The Incident Date falls within the report start and end dates.

  • The Incident, Behavior, and Action are all State Reportable.

  • The Student has an enrollment for some duration between the report start and end dates.

  • The Student can have any participant role in PowerSchool Incident Management.

  • The Behavior is attached to the Participant.

  • The Action is attached to the Behavior.

  • The Action associated with the Behavior has one of the following Action Attributes set as Yes:

    • Subjected to Seclusion^

    • Colorado Physically Restrained Indicator^

The incident will appear as follows:

At least one of the following Action Attributes is set as Yes:

Note: This incident will get reported in the Student Restraint and Seclusion report, and also in the Discipline Action File.

Scenario 2: Restraint or Seclusion without a Disciplinary Action

The Incident should have the following details:

  • The Incident Type should be State Reportable^.

  • The Student subjected to Physical Restraint or Seclusion is not excluded from State Reporting.

  • The School where the student is enrolled is not excluded from State Reporting.

  • The Incident Date falls within the report start and end dates.

  • The Student has an enrollment for some duration between the report start and end dates.

  • The Student can have any participant role in PowerSchool Incident Management.

  • The incident has behavior code Restraint/Seclusion without Discipline^ (00).

  • The incident has action code N/A^ (00).

  • The Action associated with the Behavior has one of the following Action Attributes set as Yes:

    • Subjected to Seclusion^

    • Colorado Physically Restrained Indicator^

The incident will appear as follows:

Note: This incident will only get reported in the Student Restraint and Seclusion report, but not in the Discipline Action File.
