PSSR-410368

Fixed: Duplicate Title I Records No Longer Created on Enrollment Status Change

Resolved an issue where duplicate Title I program records were being created when a student's enrollment status changed, even without a change in school or grade level. The system now checks for existing open Title I records before creating new ones. Cleanup logic has also been applied to remove historical duplicates with identical entry and exit dates. This fix applies to both Title I Schoolwide (type 6) and Targeted Assistance (type 7) programs.

Fixed: TX Attendance Autocode Error for Records with Missing Bell Schedule

Resolved an issue where the attendance autocode process failed with an ORA-06502 error when processing records with null bell schedules. Logic has been updated to handle empty bell schedule values gracefully.
