Ed-Fi: Tuition Student update to Studentschoolassociation resource

The system has updated tuition student records in VT Ed-Fi to comply with Vermont AOE requirements. Enrollment records (studentschoolassociation) now include the concatenated school ID (e.g., SU016 → 70016) and ensure both studentschoolassociation and program records meet state standards.

Note: After this update, districts are needed to publish Organization Calendars, Student Enrollments, and Student Programs from the Data Exchange Dashboard to reflect the changes and maintain compliance.

Ed-Fi: Home Study Activity ADM Indicator Added to Student Demographics Resource

The system has added support for publishing the Home Study Activity ADM indicator in the Demographics resource (studenteducationorganizationassociation) to meet Vermont state reporting requirements tied to funding. When the Home Study Activity ADM field on the current enrollment record contains a value greater than zero, the indicator is published with the name Home Study Activity ADM and the value entered in the field (HS_ACTIVADM). This update applies only to the current enrollment and does not check prior enrollments.

Please note that if a decimal value is entered, the first digit is trimmed during publishing (e.g., 0.5 is published as .5). This behavior has been maintained for consistency with existing formatting.

Ed-Fi: Updated Participation Status Mapping for Tuition and Pre-K Students in Ed-Fi Version 7

Updated the participationStatusDescriptor mapping to comply with Ed-Fi Version 7 requirements, ensuring accurate data transmission to AOE. This descriptor continues to be published only for Tuition and Pre-K students, as before. The previous Version 3 mapping has been replaced due to endpoint changes, and the update moves the participationStatus array into the programParticipationStatuses array. This change resolves issues reported by districts in AOE check files where participationStatusDescriptor for Tuition and Pre-K programs was flagged as missing, even though it was publishing from SIS, due to the reasons outlined in this ticket.
