Fix for CTE Indicator Not Reflecting Correctly in Course Sections

CTE Indicator field in Course Sections was saving correctly in the database. However, did not display the updated value in the field. The CTE Indicator field now reflects the saved value, consistent with the database.

 SCED Subject Area dropdown and VA Extended Course Descriptions Update

The SCED Subject Area drop-down list on the Edit Courses page has been updated to include 'Innovation Learning (25)', and the VA Extended Description field now supports new values as defined by VDOE: C (Compacted Course), IC, IIC, IIIC, and MYP (Middle Years Programme).
