These records were previously recoverable only through dashboard-level publishing actions. With this fix, republishing at the student level now preserves all valid attendance data as expected.

Ed-Fi: Org Info Resource Category - Performance Updates

As discussed, programs such as WBL, CTE, ESOL, Homeless Program, Special Education, and Title I Part A have been configured to publish statically within the Programs resource in Organization Info. This change has eliminated the previous dependency on student enrollment records for these programs, which was required to trigger publishing.

This enhancement aligns with the existing approach used for EFA and Food Programs, which already publish a static list. By extending this model, the publishing process has become more efficient and predictable, while also reducing the need for users to manually publish parent programs.
