Populating Enrollment Percent Field on Enrollments EdLink Extract

LA EdLink Enrollments: Version 1.7
The Enrollment EdLink report uses the value from "Enrollment Percent Override" field while extracting the data for 'ENROLLMENT_PERCENT' field. If no value is specified in the override field, the student is reported as a full-time student, i.e., with a value 1.
