Double Quote Missing for a Field in the Discipline/Calendar/K-3 Assessments Extracts

The proper double quotation marks now appear for the following fields:

student_local_id in the K-3 Assessments extract
incident_medical_treatment_ind in the discipline_persons extract
calendar_code in the calendars extract
