NOVA - IEP Date Resource Logic Updates

The IEP Date resource publishing logic has been updated and now a new IEP Date record will be published for every IEP/Sped record combincation.

As an example, if a student has multiple sped records, each for a different school, and a single IEP, an IEP Date record will be published with the pertinent IEP information for each sped record (2 sped records and a single IEP record in PowerSchool would result in 2 IEP Date records published).

With this change, the record composite key logic is also changed and, in order to avoid orphaned data in the ODS, all IEP Date records published prior to this release will be deleted from the ODS.
