Fixed Publishing Error for Graduation Plans

Resolved an issue where publishing Student Graduation Plan records from the Ed-Fi Dashboard resulted in a 400 Bad Request error. Records with valid graduation dates now publish successfully from the Dashboard, consistent with individual student publishing.
