Ed-Fi Framework: Fix for Incorrect Deletions in Student School Associations

The record deletion process now prevents the student's school association records from getting deleted when the student has multiple enrollments, including transfer out.

Note: Publish All the student school enrollment records after the update.

Students’ Identification will be published for all students that have valid school enrollment records for the active school year. The students’ enrollment status will not be verified.
