Updates to the Publishing Logic of the Discipline Data

The update involves changes to the publishing logic of the Discipline data. Currently, the publishing of discipline data does not consider the logic of -1 for the last in-session day of the student. This issue will be addressed as part of the ticket. An example scenario is provided where a student with 2 school enrollment records has 2 incidents with specific action begin dates.
