Enrollment-level exclusion field to default to unchecked

The enrollment-level exclusion field now defaults to unchecked for new enrollments. The field "Exclude Enrollment from State Reporting" previously defaulted to checked if the previous enrollment record had it checked. This behavior has been updated to ensure that for new enrollments, the checkbox will default to unchecked.

Report Investigation Time input has been added at the Incident level in PS Incident Management. This enhancement enables the input for reporting in the Prevent Harassment or Discrimination in Schools report. The changes to make the field available at the incident level have been completed, with the focus now on removing the attribute level field.
