AzEDS 11.0: Publishing Logic Updates to the SEOA (Student Demographics) Records

According to the updated ADE guidelines for AzEDS 11.0, the publishing logic for the Student Demographics records has been updated to publish the records with the LEA ID (Submitting District ID) instead of the School ID.
