AzEDS 10.0: Updates to the Page and Publishing Logic of CCLC Survey Records

The following issues that were found with the creation and publishing of the CCLC survey records are now fixed:

When the records are created from the Admin portal, the record will then be created from the Student’s home school.
When the records are created from the Teachers' portal, the record will then be created from the school that the teacher is in the Teachers' portal.
The records will now get published with the correct element named evaluationElementNumericRating instead of evaluationElementRating.

A one-time migration script is also being provided to migrate the school for the respective created record to the correct schools.
