The South Carolina Multilingual Learner Program (MLP) page has been updated to align with SCDE requirements. The page layout and section names have been refreshed, the Waiver field has been removed, an ELP Testing area has been added, and fields have been reorganized with appropriate read-only settings to make data entry and review clearer and more consistent.

SC Student Information Page Redesign

The South Carolina student information page has been redesigned to align with SCDE 26-27 Beginning of Year (BOY) requirements. The previously single-section layout is now split into two clearly defined sections with distinct headers and improved field organization.

Section 1 — Student English Language Proficiency Level and Multilingual Learner Accountability Annual ELP Assessment:

  • Added a new section header identifying the ELP assessment area.

  • Renamed the ELP Initial Assessment box to "Current English Language Proficiency (ELP) Assessment Within One Calendar Year" with guidance text indicating the test must be no older than the start of the prior school year's ELP test window.

  • Renamed the "District Enrollment Date" field to "Date Most Recent Assessment Completed".

  • Introduced three new database fields (RecentAssessDate, RecentAssessType, RecentAssessScore) to capture current-year assessment data going forward, while preserving existing historical data in legacy fields.

  • Implemented a one-way sync from ELP Score to English Proficiency Level: selecting a score now auto-populates the corresponding proficiency level and PL Progression (where applicable). The sync recalculates on each score change and supports WIDA ACCESS, WIDA MODEL, WIDA Screener, WIDA Alternate ACCESS, and WIDA Alternate Screener assessments.

  • The Status and PL Progression fields now display directly below English Proficiency Level (Status appears only when English Proficiency = 8) to reduce blank space.

  • Left-aligned the field labels and description text within the Current ELP Assessment box

  • Removed the Waiver field from the page (the field remains in the database for historical data).

Section 2 — Enrollment Survey:

  • Added a new "Enrollment Survey" section header.

  • Rearranged all enrollment survey fields into a two-column layout with consistent row heights across both columns, improving readability and compactness.

  • Updated field labels with collection frequency annotations: asterisk (*) indicates data collected once at initial South Carolina enrollment; *(A) indicates data collected annually. A bolded note row at the bottom of the table explains these annotations.

  • Set "NA-Not In Foster Care" as the default value for the Foster Status Screener field (existing data is not overwritten), and moved this option to the first position in the dropdown.

  • When a user selects "OTH" (Other) for any language field, the corresponding "Other Language" input now appears below the language field (instead of as a fourth column), preventing horizontal scrolling and maintaining a clean two-column layout.

South Carolina Ed-Fi Assessment Registration Career Readiness Migrant Flag Correction

Student Assessment Registration publishing has been corrected to always send a Migrant indicator value. The system now publishes “Y” when the Migrant flag is selected and “N” when it is not, in the AssessmentCustomization array element part of Student Assessment Registration Ed-Fi resource.

South Carolina New ELP Assessment Fields and Updated Ed-Fi Mapping

South Carolina now captures new English Language Proficiency (ELP) assessment details going forward while keeping existing historical data intact. Three new fields have been added for the most recent ELP assessment date, type, and score, and Ed-Fi publishing (profile v7.3.1+) now uses these updated sources.

South Carolina School of Residence Field Repositioned on Enrollment Pages

On the Create New School Enrollment page, the School of Residence field now appears after the District of Residence field to better match the expected entry flow. A display color issue on enrollment pages has also been corrected, improving readability during enrollment updates.
