TX - Create S_TX_STU_SCHEDULE_C Table with Comprehensive Population Process

A new nightly calculation and update process is implemented to populate the S_TX_STU_SCHEDULE_C table for TSDS PEIMS Transcript and Enrollment interchanges. This table stores pre-computed student schedule records for all qualifying completed courses that overlap the official enrollment window, including courses that begin before the enrollment entry date. The process supports all collections in a single pass, produces consistent results across repeated runs on the same day, and removes the need for manual district intervention while preserving existing course filtering rules.
