PSSR-366448	Ed Fi: Course Offerings dependency on the Section resources.	The EdFi publishing process has been updated to ignore sections that do not have an expression set. Previously, the process attempted to publish sections without a section meeting, resulting in a dependency on course offerings at the section level.
