AL Legislative Acts page - Updates

When transferring student data, if the school year sent from the losing district is not present in the gaining district, the value is displayed in the grid but the year drop down shows empty selection in the Teachers' Portal. The expected outcomes include verifying the creation of a Foreign Key reference on a field, replacing the Years droplist connection from Terms to a new CodeSet for years named 'NumeracyYears', and checking change history in case of a new field.

The Numeracy Act and Literacy Act pages are affected. Changes include creating a new field for a Foreign Key reference and replacing the years drop-down connection with a new CodeSet named 'NumeracyYears' with values from 1990 to 2050. Existing records will be updated to use the codeset ID.
