Incident Rules
The following rules apply to elements associated with an incident.

Incident Type | State reportable incidents must be associated with the incident type STATE REPORTABLE (SSDS)^ |
Offender
| At least one participant must be assigned with the role of offender for each incident. |
At least one behavior must be defined for each offender. Note: After you create a behavior, you must drag the behavior to the participant to associate the two elements. | |
At least one action must be associated with each behavior assigned to an offender. Note: After you create an action, you must drag the action to the behavior to associate the two elements. After the action is associated with the behavior, it no longer appears under the Incident Elements heading. | |
Victim
| Not all incidents will have a victim. For example, crimes against property such as vandalism will not have a victim. Additionally, incidents of fighting will not have a victim as all parties are considered offenders in this case. |

Witness
| Witnesses are not required for incidents. |
Witnesses must not have any associated behaviors. | |
Witnesses do not have state reportable actions. | |
Reporter | Reporters are not required for incidents. |
Attribute | Attributes are used to identify incidents that involve drugs, alcohol, and serious bodily injury and are gang related or local law enforcement is notified. Attributes are assigned at the incident level and cannot be assigned to a participant. Note: Attributes are associated to the incident itself. It is not necessary to drag the attribute to an offender or behavior. |
