This page explains how the Texas State Immunization Rules Engine evaluates student immunization compliance in PowerSchool Health, including grade-level requirements, birthday milestone rules, exemptions, disease history, and cross-vaccine catch-up logic.
Texas Minimum State Vaccine Requirements
The Texas State Immunization Rules Engine evaluates compliance using the Texas Department of State Health Services minimum vaccine requirements for Child-Care/Pre-K and Grades K–12. Evaluation considers the student’s grade level, age at administration, dose dates, four-day grace-period rules around birthday milestones, exemptions, confirmed disease history, and qualifying combinations across related vaccine records.

Birthday Milestones and Grace-Period Evaluation
Several Texas rules depend on the student’s age when a dose was administered. The engine applies a four-day grace period when evaluating milestone dates.

First-birthday rules: Used for the first dose of MMR, Varicella, and Hepatitis A.

Fourth-birthday rules: Used for reduced-dose DTaP and Polio pathways.

Four-day grace period: A dose administered up to four days before the applicable birthday may qualify when the rule permits it.

Exact administration dates: Dose dates must be entered accurately because the engine evaluates the date against the student’s date of birth and grade-level rule.
Multi-Line Cross-Vaccine Evaluation
For students age 7 or older in Grades K–6 who have mixed tetanus, diphtheria, and pertussis records, the rules engine evaluates qualifying doses across DTaP, Tdap, and Td records. This allows the system to recognize catch-up histories that do not appear as a complete series under a single vaccine type.
Primary record
DTaP: One dose received before age 4.
Secondary record
Tdap: One dose received on or after age 4, including the permitted four-day grace period.
Tertiary record
Td: One or more qualifying doses recorded.
Result: When the required conditions are satisfied across the related records, the student may be marked DTaP compliant under the Grade K–6, age 7+ catch-up rule. The resulting statement may identify the combination as complete with two or more Tdap/Td doses.
Evaluation sequence

Primary vaccine level: The engine evaluates the DTaP record, including dose count and age conditions.

Secondary vaccine level: The engine evaluates the Tdap record and its milestone condition.

Tertiary vaccine level: The engine evaluates the Td record for the required minimum dose count.

Combined result: If all conditions are met, the related records are evaluated together as a compliant catch-up pathway.
Exemptions and Confirmed Disease History
Approved exemptions and verified disease histories may satisfy a vaccine requirement when the associated documentation is complete and valid.

Confirmed history of disease
Supported disease histories include Varicella, Measles, Mumps, Rubella, Hepatitis A, and Hepatitis B. Entering a verified disease date in the Confirmed History of Disease field can satisfy the related vaccine series without requiring vaccine dose entries.
Recordkeeping reminder: Exemption and disease-history entries should be supported by the documentation required by the applicable Texas rule and local district procedures. An expired exemption does not continue to satisfy compliance.
Workflow
1. Open the student immunization record

Select the student in PowerSchool SIS.

Navigate to Health > Immunizations.

Review the vaccine series and current compliance statuses.
2. Enter vaccine doses

Locate the appropriate vaccine row, such as DTaP, Polio, MMR, or Varicella.

Enter each administration date in
MM/DD/YYYYformat. -
Select Save.

Review the recalculated status and rule statement.
3. Record exemptions or disease history

Select the applicable exemption code when an approved exemption exists.

Enter the expiration date when the exemption is time-limited.

Enter a verified disease date in Confirmed History of Disease when disease history is being used.

Select Save.
4. Review the result

Green / Compliant: The student satisfies the applicable dose, milestone, combination, exemption, or disease-history rule.

Red or amber / Action required: The student is missing a dose, has an invalid milestone date, has an expired exemption, or does not meet a qualifying combination.

Rule statement: Read the displayed statement to confirm which rule was applied. An example is
Dtap compliant: grade K to 6 age 7 years+ {Combination complete with 2+ Tdap/Td}.
