All States: Fixes to the CRDC Loader Report Output

The CRDC Loader Report will no longer fail if the user has any special characters in their name.

All States: Logic Updates to the CRDC 23-24 Report

The CRDC 23-24 Report failed because of the minimum length constraints on the course name and number fields. This issue has now been resolved.

CRDC 23-24 - New Fields Added

The Student CRDC page is updated to include the following new drop-down fields to collect student data:

SSPR-2. Was this student served in a non-LEA facility on the Fall Snapshot Date?
Is this student an Ungraded student?
