EL Posttest - Title III Indicator Update

EL Posttest: Version 1.3

The logic for the Title III indicator is updated in the report as follows:

If the report parameter is set to No, N is reported for all students.
If the student is reported as Immigrant, Y is reported.
If the student is reported as ELL, Y is reported.
For all other students, N is reported.
