Updated all resources to include [Schools]SIF_STATEPRID wherever [Schools]School_number or [Sections] SchoolId is mapped.
Updated Logic:

[Schools]SIF_STATEPRID or Schools]School_number or [Sections] SchoolId must match with the Organization Catalog.

If [Schools]SIF_STATEPRID is blank, pull Schools]School_number or [Sections] SchoolId.
