Introduction

Use this guide to audit the CRDC 2025–26 file submission structure. It explains how the LEA, School, and Removed Elements references are organized, identifies where 2025–26 changes are highlighted, and provides a consistent framework for validating required, optional, revised, new, and no-longer-collected fields across the full collection layout.

This section lists the LEA-level elements in the SY 2025–26 CRDC file specification. Use it as an audit reference when validating headers, required/optional status, count dates, permitted values, and skip logic.

Important LEA modules to audit

Students, Schools, and Programs (SSPR)

This section contains core enrollment, schools count, preschool indicators, and non-LEA facility reporting.

Validate total enrollment counts first.
Confirm whether the LEA serves preschool students and/or students in non-LEA facilities.
Only populate optional non-LEA facility fields when the LEA can support the data consistently.

Civil Rights Coordinator (CRCO)

CRCO fields use dependency logic. If the indicator field is No, related coordinator detail fields will be skipped.

Harassment or Bullying (HIBD)

HSEE still contains active male/female disaggregations, but nonbinary fields are not collected for 2025–26. Example removed fields include:

Restraints and Seclusion for non-LEA facilities (RSTS)

These fields support reporting for K–12 students served only in non-LEA facilities.

RSTS is optional for 2025–26, but if your LEA chooses to report it, the indicator and dependent count fields must align. For example, if a restraint indicator is No, associated breakdown rows should be skipped.

LEA audit checklist

Confirm all required LEA headers are present exactly as specified.
Remove all fields marked not collected for 2025–26.
Check all Yes/No indicators.
Validate that integer and digit fields do not exceed the stated length.
Review optional 2025–26 additions and decide whether the LEA will report them.

Audit Guide — School Elements

This section lists the school-level elements in the SY 2025–26 CRDC file specification. It is intended for audit, data mapping, and submission validation across school characteristics, enrollment, staffing, discipline, coursework, internet/devices, justice facility reporting, and other school modules.

Threat Assessment (THRE)

Threat Assessment is an optional addition for 2025–26. It applies only when the school reports having a threat assessment team and when SCH_RIS_IND is not Yes.

Validate indicator rows first.
Ensure count rows exist only when the relevant incident/indicator logic supports them.
Remove any _X nonbinary fields marked not collected.

School audit checklist

Replace all legacy SCH_VIRT_IND and DIND handling with SCH_RIS_IND and, if used, INST.
Remove all school fields marked not collected for 2025–26.
Validate whether optional THRE and INST modules will be reported.
Check all skip logic tied to SCH_RIS_IND and SCH_JUST_IND.
Confirm numeric formatting for Integer and Decimal fields.

Confirm retired HIBD gender identity fields are not produced.
Replace retired school instruction logic with SCH_RIS_IND and, when applicable, INST fields.
