PA Staff Student Subtest Template for Act 13 Educator Effectiveness

Introduction

The PA Staff Student Subtest Template for Act 13 Educator Effectiveness contains a record for each teacher/student instructional relationship for each assessment. The report must be submitted in a cumulative fashion indicating all instructional relationships related to PSSA and Keystone Assessments for the school year. The report includes all the current course records with one or more subtests attached for the terms in the date range, where the DateEnrolled and DateLeft are in the date range. Inactive courses are also included.

Selection Criteria

  • Student not excluded from state reporting.

  • School not excluded from state reporting.

  • Current Courses, Sections, and Courses are not excluded (for example, Exclude from PIMS is not selected).

Note: Report Start Date and Report End Date defaults to the First Day and Last Day defined for the current year in the District.

Description

Select Schools

Indicate which schools to include in the report by selecting from the following options:

If sub-districts are not enabled:

  • Select Multiple Schools – Select the schools for which you want to run the report. Includes all student records associated with the selected schools that meet the selection criteria.

  • All Schools (default) – Run the report for all schools. Includes all student records on the PowerSchool server that meet the selection criteria

If sub-districts are enabled: 

  • Select Sub-district - Select the sub-district for which you want to run the report.

  • Select Multiple Schools – Select the schools for which you want to run the report. Includes all student records associated with the selected schools that meet the selection criteria.

  • All Schools in selected sub-district (default) – Run the report for all schools in the selected sub-district. Includes all student records on the PowerSchool server that meet the selection criteria.

If run at the school level, the report includes all records associated with the current school that meet the selection criteria. To change the current school, click School at the top of the page and choose the appropriate school from the list.

Students to Include

Indicate which students to include in the report by selecting one of the following options:

  • The selected [number] students only – Run the report for students in the current selection.

  • All students – Run the report for all students in the current school or district that meet the selection criteria.

Note: If running the report for a single student, or group of students, select the students prior to running report.

Report State Date

Enter a date using the format mm/dd/yyyy for the first day of the report date range.

Report End Date

Enter a date using the format mm/dd/yyyy for the last day of the report date range

Field Delimiter

Select one of the following options:

  • Tab

  • Comma

  • Pipe

Show Column Field Headers and Debug Info

Choose Yes to output the header, which will include Teacher Number, Teacher Name, Student Number, and Student Name.

Note: Do not choose Yes when submitting data to the state.

A unique identifier assigned by the Pennsylvania Department of Education to each staff member reported in PIMS.

This is the 7-digit Professional Personnel ID (PPID) for all certificated and non-certificated staff with direct instructional responsibility for the course.

Student AUN

The unique, 9-digit Administrative Unit Number (AUN) assigned by the Pennsylvania Department of Education.

These are the AUN’(s) of the LEA(s) in which the student is enrolled while participating in the course/grade/subject of instruction.

PAsecureID

The unique, 10-digit identifier (PAsecureID) assigned by the Department of Education to each student.

There is a record for each PAsecureID, which indicates students for whom staff have direct instructional responsibility for the applicable course/grade/subject of instruction.

School Year Date

A single date representing the entirety of the school year. This is the school year being reported followed by the month and day of the end of the school year; for example, the 2018-2019 school year would be reported as 2019-MM-DD.

Assessment AUN

The unique, 9-digit Administrative Unit Number (AUN) assigned by the Pennsylvania Department of Education.

This is the state AUN.

Test Description

The unique code that represents the assessment for which this teacher is assigned instructional responsibility.

  • KALG1

  • KBIO

Assessment School Year Date

A single date indicating the whole school year. June 30 at the end of the standard school year is used to designate the Assessment school year; for example, the 2018-2019 school year would be reported as 2019-06-30.

Based on the report start and end dates entered at report run time.

Subtest Identifier

The unique code that represents the more specific subtest for which this teacher is assigned instructional responsibility.

See Appendix AK in the PIMS User Manual Volume 2 for a complete list of valid values.

Percentage of Shared Instruction (Instructional Responsibility Weight)

The percentage of instruction for which this teacher is responsible for the assessment, by individual student.

For example:

  • If the teacher splits instructional responsibility 50/50 with another teacher and the student participates in the entire course, 50 would be reported.

  • If the teacher is the only PA certified educator providing the content specific instruction of the assessed eligible content, 100 is reported.

When a teacher has a change of percentage of shared instruction, values are averaged by the number of records. For example, if a teacher had an 80% allocation from 08/27/18 to 01/07/19 and a 75% allocation from 01/07/19 to 06/03/19, the reported Percentage of Shared Instruction would be 78% not 100%.

Note: This percentage accounts for shared instruction of a student from day one of the instruction (subject/grade/course) for the state assessment, up to and including the last school day before the LEA's testing window opens for that state assessment.

Percentage of Concurrent Enrollment (Instructional Relationship Weight)

The percentage of school days during which the student and the teacher are enrolled together (concurrently enrolled) in a course/grade/subject that prepares the student for the assessment.

The calculation is (days enrolled / days in session) *100, rounded.

This is a whole number from 0 up to and including 100. For example, if the teacher and student are concurrently enrolled for 35 days in a 140-day course 25 is reported.

  • (35 / 140) *100 = 25.

If the percentage is not a whole number, the report rounds the number. For example, if a teacher and student are concurrently enrolled for 9 days in a 199-day course, 5 is reported.

  • (9 /199) *100 = 4.5226, rounded = 5

Applicable days begin on day one (1) of the course/grade/subject and continue up to and including the last school day before the LEA’s testing window opens.
