California Scholarship Federation


Introduction

The CA Scholarship Federation (CSF) report is used to determine student membership eligibility to the California Scholarship Federation. The report locates historical grade records associated with List I, List II, and List III courses. One course group should be set up for each list prior to running the report. Each historical grade is worth a certain number of points, based on the credit awarded for the course. The report uses the number of grades and/or the number of points for each List to determine CSF membership eligibility. See the Appendix for a list of point values awarded for various grade and credit combinations.

Selection Criteria

Selection criteria determine which database records are used in the report.

Student Selection

The report selects which student records to use based on the following criteria:

  • The student must not be excluded from state reporting.

  • The student must have at least one historical grade record that meets the historical grade selection criteria.

  • The student's school enrollment Entry Date must occur on or before the last day of the term (report year) selected at report runtime.

  • The student's school enrollment Exit Date must occur after the first day of the term (report year) selected at report runtime.

  • The school enrollment Exit Date must occur after the Entry Date.

Historical Grade Selection

  • The historical grade record must be associated with a student that meets the student selection criteria.

  • The historical grade record must be associated with a course in one of the course groups.

  • The historical grade record must be associated with the store code entered at report runtime.

  • The historical grade record must be associated with a term within the report year selected at report runtime.

  • The historical grade record must be associated with a section that is not excluded from state reporting.

  • The historical grade record must be associated with a course enrollment that was completed and not dropped (the record does not have negative values for the TermID and Section ID in the CC table).

The California Department of Education (CDE) has added a new grade level of ‘TK’ that districts must use when reporting Transitional Kindergarten students to CALPADS. This new grade level will be effective starting with the 2023-2024 school year.

To support this functionality, PowerSchool has updated all California state reporting pages and reports to honor the grade level mappings as defined by each district.

The grade level is reported as mapped in all CA-specific reports once you meet the following criteria:

  • You are on PS Version 23.1 or higher

  • LTK Pref is enabled

  • While running the report, the selected school year is 23-24 or higher.

LTK Grade Level Mapping - valid values:

  • Grade 0 = KN

  • Grades -1 and below = TK, PS, IN

  • Grades >12 = AD

This report is run at the School level only.

Field

Description

Students to Include

Indicate which students to include in the report by selecting one of the following options:

  • The selected [number] students only – Run the report for students in the current selection.

  • All students – Run the report for all students in the current school or district that meet the selection criteria.

Note: If running the report for a single student, or group of students, select the students prior to running report.

Processing Options

Choose a time to run the report from the pop-up menu:

  • In Background Now (Recommended) – Execute the report immediately in the background.

  • ASAP – Execute the report in the order it is received in the Report Queue.

  • At Night – Execute the report during the next evening.

  • On Weekend – Execute the report during the next weekend.

  • On Specific Time – Execute the report on the date and time specified.

Specific Date/Time

Enter a date using the format mm/dd/yyyy or mm-dd-yyyy in order to run the report on a specific day. The incorrect format displays an alert and the date field is submitted as a blank entry.

Use the pop-up menus to schedule the report to be run at a specific hour and minute.

Example: 7/29/2008 @ 10 AM : 05.

Data to be Filled

Select the checkbox next to the filter fields to save the settings as defaults. To select all checkboxes, choose Set All from the pop-up menu. To clear all checkboxes, choose Reset All.

Ineligible Citizenship Mark

Enter one or more citizenship codes, separated by commas and no spaces, such as: O,S,N.

Grade records associated with any of the citizenship codes disqualify the student for CSF membership.

List I Course Group

Choose a course group from the pop-up menu.

A course group must be set up to include List I courses prior to running to report.

List II Course Group

Choose a course group from the pop-up menu.

A course group must be set up to include List II courses prior to running to report.

List III Course Group

Choose a course group from the pop-up menu.

A course group must be set up to include List III courses prior to running to report.

Report Year

Choose a report year from the pop-up menu.

The report year determines which students and course enrollments are included in the report. The report years available in the pop-up menu are based on the term selected at the top of the page.

Store Code

Enter one store code.

The store code determines which grade records are included in the report.

Report Output

Each of the fields displayed in the output of the report are described below. See Understanding the Report Output Table for a definition of each column in the table.

Note: Courses are sorted first by earned CSF points and second by period number.

Report Output Format: The report output format for this report is a pdf.

Course Title

The name of the course associated with the course enrollment.

Note: An asterisk following the course name indicates that the course is repeated; i.e. the student previously completed the course. Repeated courses are listed, but do not receive any credit for CSF eligibility.

The report determines that the course is repeated if the checkbox is selected for Repeated Course on the All Enrollments student page.

Per

The period during which the section meets. The report extracts the period abbreviation set up on the Periods page at the school level.

Note: If the section meets for more than one period, only the first period is displayed.

Status

The report displays a message indicating the student’s CSF eligibility status.

The following situations disqualify CSF membership:

  • A grade of D or F for any course listed in one of the course groups selected at report runtime.

  • An ineligible citizenship code for any course listed in one of the course groups selected at report runtime.

The following criteria must be met to qualify the student for CSF membership:

  1. A maximum of five courses from all lists.

  2. A minimum of three courses from Lists I and II (two courses must be from List I.)
    Note: Seniors applying at the start of their second semester or at graduation may use three courses from List II and none from List

  3. Additional courses may be from any List, although only five courses can be from List I or List II.

  4. A maximum of two courses may be used for points in List III.

  5. A minimum of ten points total from all Lists.

  6. Seven points must be from Lists I and II (four points must be from List I).

  7. The remaining three or more points may be associated with any List.
