Bilingual teacher certification

SCH_FTETEACH_BILCERT (STAF-2.3) is new and optional. It reports FTE teachers certified in bilingual education.
School-level remote instruction

SCH_RIS_IND replaces the retired SCH_VIRT_IND (SCHR-1). It's required and reported as Yes/No as of the fall snapshot.

The optional INST module replaces the retired DIND module. All INST fields apply only when SCH_RIS_IND = No:

INST-1 SCH_INST_INSTRUCTIONTYPE: If the value is A, skip INST-2 and INST-3.

INST-2 SCH_INST_REMOTETYPE and INST-3 SCH_INST_REMOTEPERCT: Report these only when INST-1 is B or C.

SCH_DIND_REMOTEAMOUNT is no longer collected.

When SCH_RIS_IND = Yes, the RSTR, INET-1.4 and THRE modules don't apply.
