Ed-Fi: Add dependency on Contacts

Added dependency for studentParentAssociations to prevent errors when attempting to publish without the student record being published.

Ed-Fi: Issue with the Publishing for Student Contacts

State requirements are that the first part of the contact ID be the district number. When a instance of PowerSchool has sub districts, this number was using the base district number instead of the sub district number and causes issues in publishing. This has been corrected to use the sub district number and contacts should now flow correctly.

Ed-Fi: Residency Periods Being Duplicated

Residency Periods on Student School Association could be duplicated causing a 500 error during publishing. This has been resolved and only a single Residency Period should publish for each type.
