Student Fact Template – Special Education Act 16

Introduction

For the previous school year, identify the educational expenditure cost range category for each student with disabilities (see Appendix AJ in Volume 2 of the PIMS Manual). The expenditure range is based on the total cost of the student’s special education program directed by an individualized education program (IEP) for the entire school year (7/1 through 6/30).

The template should be submitted by the School District of Residence, NOT by educating LEA, IU, APS, county prison, CTC, or other entity

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the report does not return the correct records.

Student Selection

The report selects records from the Students and SpEnrollments table based on the following exceptions:

  • Student who are 14 years of age or older as of July 1 of the current school year OR the student's Transition IEP is marked "Y."
  • Students enrolled in a charter school are reported by the charter school.
  • 1305 (Foster Home) students are reported by the school district in which the student resides with the foster parents.
  • Students educated in state adult and state juvenile correctional facilities are reported by the PA Department of Corrections Education.
  • Students designated as Wards of State in county prisons are reported by the school district in which the prison is located.
  • Gifted students are not included in this submission.

Select School

Indicate which schools to include in the report by selecting from the following options:

If sub-districts are not enabled:

  • Select Multiple Schools – Select the schools for which you want to run the report. Includes all student records associated with the selected schools that meet the selection criteria.
  • All Schools (default) – Run the report for all schools. Includes all student records on the PowerSchool server that meet the selection criteria

If sub-districts are enabled: 

  • Select Sub-district - Select the sub-district for which you want to run the report.
  • Select Multiple Schools – Select the schools for which you want to run the report. Includes all student records associated with the selected schools that meet the selection criteria.
  • All Schools in selected sub-district (default) – Run the report for all schools in the selected sub-district. Includes all student records on the PowerSchool server that meet the selection criteria.

If run at the school level, the report includes all records associated with the current school that meet the selection criteria. To change the current school, click School at the top of the page and choose the appropriate school from the list.

Students to Include

Indicate which students to include in the report by selecting one of the following options:

  • The selected [number] students only – Run the report for students in the current selection.
  • All students – Run the report for all students in the current school or district that meet the selection criteria.

Note: If running the report for a single student, or group of students, select the students prior to running the report.

Select School Year

From the Pop-Up menu select the school year for which the report should be run.

Field Delimiter

From the Pop-Up menu select Tab, Comma, or Pipe- per state requirements.

Include Header Labels in output

From the Pop-Up menu select Yes/No. For validation purposes select Yes, for state reporting purposes select No. Headers cannot be submitted to the state.

Ignore Exclude from State Reporting Flag

Check the Enabled box to ignore the ‘Exclude from State Reporting’ flag when this report is run.
