SSEC Part 1: VADIR Summary Report

Introduction

The New York VADIR Summary Report includes information about school safety derived from individual incidents, such as offenders, victims by type of incident, and aggregations of incidents. The report summarizes student incident details from PowerSchool consistent with data required on the VADIR Summary Form. Use this report to identify data to enter into the SED BEDS-IMF online application. This report can be run at the school or district level by users with security access to run extracts and reports.

The New York State Education Department's Violent and Disruptive Incident Reporting System (VADIR) gathers data on violent and disruptive incidents in schools and uses the information to comply with state and federal reporting requirements and to identify schools as persistently dangerous, as required by the No Child Left Behind Act (NCLB) of 2001.

All public schools, boards of cooperative educational services, charter schools, and county vocational education and extension boards are required to maintain individual incident reports on violent and disruptive incidents occurring on school property, which includes incidents occurring in or on a school bus and at school functions. These individual incident reports are not submitted to the New York State Education Department (SED), but should be retained by the school for six years and be made available for review upon request by the SED.

Note: For VADIR incidents to be properly reported, all VADIR incidents must be created with the correct incident type, either VADIR or VADIR^.

  • School Incidents: If the report is run at the school level, the report includes school VADIR incidents that occur on school property for that school.
  • District Incidents: If the report is run at the district level, the report includes district VADIR incidents that occur on district property only, not a grouping of all school incidents in the district. A district incident occurs when no school can be associated to the incident.
  • Student: A student actively enrolled in any school in the district at the time of the VADIR incident, including a student not enrolled in the school where the incident occurred.
  • Staff Member: A person actively employed by a school within the district or by the district itself at time of the VADIR incident, including a staff member not employed at the school where the incident occurred. The staff member does not need to be a teacher.
  • Other Person: A person who is not a student or staff member. Other persons may include former student or staff, or students or staff from other districts.
  • Unknown Other Person: Someone whose identity is unknown or only part of whose identity is known; a sub classification of Other Person; In PowerSchool, an Unknown Other Person is an Other Person with the Is Unknown flag checked.

Indicate which students to include in the report by selecting one of the following options:

  • The selected [number] students only – Run the report for students in the current selection.
  • All students – Run the report for all students in the current school or district that meet the selection criteria.

Note: If running the report for a single student, or group of students, select the students prior to running report.

Data to be Filled

Select the checkbox next to the filter fields to save the settings as defaults. To select all checkboxes, choose Select All from the pop-up menu. To clear all checkboxes, choose Clear All.

Start Date

First day of the reporting period used for the report.

End Date

Last day of the reporting period used for the report.

Note: The tables and fields used to store incident data are not accessible via Direct Database Export (DDE) or Direct Database Access (DDA). All incident data elements associated with a behavior category (homicide, robbery, etc.) must be associated with the following tables and fields:

Note: Offenders and Victims are counted once for every incident. For example, if a participant (student, staff, or other non-student/non-staff) is an offender in ten reportable incidents, then the participant’s full count of ten is counted in the offender total.

Only the most severe behavior category is reported per incident. If multiple categories are entered for an incident, the category with the highest severity is reported. For example, report Homicide (Severity 1) instead of Robbery (Severity 3).

The number of individual offenders (students, staff and other non-student/non-staff members) involved in serious incidents.

Incidents are considered serious if associated with an incident behavior category of 1, 2, 3, 4, 5, 6, or 7, with or without a weapon, and categories 9, 10, 11, 12, 13, 14, 15, 16, or 17 with a weapon.

Each offender is only counted once for all incidents within the report date range. For example, even if a student is an offender in four serious incidents, the student is only counted once in the total.
