Segment Count Less Than 5
Introduction
When the total count of segments is less than 5, the process adds segments until the total count becomes 6.
The process increases a high-weight family count by 1, and then if the total count of segments remains less than 6, the process increases a low-weight family count by 1. The increasing continues until the total count becomes 6. This step is often referred to as the "high/low algorithm."
Note: When the total count of segments for a student is zero, the student will receive six segments of code 'O' (non-funded). This will occur when the student has no enrolled courses on the FTE count date, the student's courses have course numbers starting with '00', or the student's courses are marked as excluded from state reporting.
Considerations:
- Adding to a segment family count assumes a match to an already existing segment family for the student.
- Program codes with a zero weight are handled as a special case.
- If at least two of the existing program codes include a '4' and an 'N' or 'O', program code '4' is reported as the lowest weight code.
- If all program codes have 0.00 weight and the codes include a '4', the program code '4' is reported as the highest weight code, and one of the other codes is reported as the lowest weight.
- If the program codes include program codes 'N' or 'O' (both have a weight of 0.00) as well as program codes with a weight greater than 0.00, the lowest weight code with a weight greater than 0.00 is reported.
- When a student is enrolled in less than 6 course segments and the check box for "Student has less than 6 course segments" is selected on the FTE Segment Information student page, then Non-Funded segments are added until the total count is 6.
Example of use: A pre-school student is enrolled in one section of Speech; this student comes to school for one-hour one day per week. The FTE Method will use the high/low algorithm and generate program codes of '333333'. This is incorrect. By checking the box for "Student has less than 6 course segments" on the FTE Segment Information page the student will correctly get a program code for each course enrollment and a program code of 'O' (Other Non-Funded) for the remaining segments until the total count is 6. This pre-school Speech student now has '3OOOOO'. Use of the "Student has less than 6 course segments" checkbox is useful for high school students who do not have a full schedule.
