Additional Student Evaluation


EIP Status

A student is considered to be enrolled in an Early Intervention Program (EIP) if the student has a record with the EIP box checked, an enrollment date before the FTE count date, and an exit date that is after the FTE count date or is left blank. EIP records are listed on the student EIP Programs page. EIP status is only counted when the student's grade level is between 0 (Kindergarten) and grade level 5 inclusive.

The EIP Program Participation status is used to determine whether the student receives Regular or EIP program codes.

PAE Segment Count

When a student has both a Primary Area of Exceptionality (PAE) and a Secondary Area of Exceptionality (PAE2) then the number of segments for each is compared. If the count of PAE segments is greater than the Secondary Area Number of Segments, the PAE segment count is reduced by the number of secondary segments.

The exception is when the Secondary Area value is 3, Speech/Language Impairment. The 3 code overrides Program Codes in the following order:

  1. Regular codes, grades 4 and higher
  2. Vocational codes
  3. Regular codes, grades 1,2, and 3
  4. Remedial codes
  5. Regular codes, grades K and lower
  6. Gifted codes
  7. EIP codes
  8. Special Education (PAE) codes

The count for any, or all, of these groups may be reduced to zero if the student's Secondary Area Number of Segments is greater than the count for that group. This hierarchy of overrides is based on GA DOE documentation, FTE Data Collection Program Codes and Weights.

GNETS Segment Count

GNETS codes (FTE Program Code 4) will be calculated as follows:

  • If the student's "FTE Program of actual service received" is GNETS, all special education courses will be assigned an FTE program code of 4. This may be overridden by segments in the "Special Education Program Secondary Area", as described under PAE Segment Count above.
  • If the student's "Special Education Program Secondary Area" is GNETS, segments will be overridden by GNETS codes, up to the "Secondary Area Number of Segments".
  • If the student has a special program enrollment in GNETS which starts on or before the FTE date and ends on or after the FTE date, segments will be changed to GNETS similar to "Special Education Program Secondary Area" above, up to the number of segments set in the special program.
  • If the student has both a special program enrollment in GNETS and a "Special Education Program Secondary Area" of GNETS, segments will be set to GNETS up to the "Secondary Area Number of Segments" or the number of segments set in the special program, whichever is greater.

GNETS codes override other codes in the following order:

  1. Regular codes, grades 4 and higher
  2. Vocational codes
  3. Regular codes, grades 1,2, and 3
  4. Remedial codes
  5. Gifted codes
  6. EIP codes
  7. Special Education (PAE) codes
  8. Special Education Secondary (PAE2) codes

Total Segment Count

A count of segment family values is done to determine the student's total count.
