PEIMS Special Programs Verification Report

Contents:

Introduction

Use the PEIMS Special Programs Verification Report to create comma-delimited and PDF files that identify the state-specific codes for the students in the specific special program selected. Programs included are CTE, Gifted and Talented, Immigrant, LEP, Migrant, PEIMS General, Pre-Kindergarten, PRS, Special Education, Title I, and At Risk.

In order to receive funding, all pre-kindergarten students must be marked as at least one of the following: LEP, Military Connected, Foster Care, or Homeless.

PEIMS Special Program Verification Report is PowerSchool report TX72.

This report uses the State Reporting Platform format and requires that the All States Reporting Installer be applied as well as the latest PEIMS installer. This report is accessed using System Reports > State Reports and cannot be accessed using a Quick Link to State Reports.

Selection Criteria

Selection criteria determine which database records are used in the report. For the TX PEIMS Special Programs Verification Report, student and student special program records are selected.

School Selection

The report selects which school records to use based on the following criteria:

  • The school must be associated with a student included in the report.

Student Selection

The report selects which student records to use based on the following criteria:

  • The student must be enrolled in the district on the snapshot date selected in the report.
  • The student must not be excluded from PEIMS reporting.
  • The student must not be enrolled at a campus that is Excluded from State Reporting.

Report Input

Each of the available run options and data fields for the report is described below.

Field

Description

Select Schools

At the District Level:

  • Select All Schools to run the extract for all schools not excluded from state reporting.
  • Select Multiple Schools allows the user to use the Ctrl or SHIFT key on your keyboard to click each school you want to run the extract.

At the School Level:

  • Select All Schools to run the extract for all schools not excluded from state reporting.
  • Select Current School Only to run the extract just for the current school.
Current Selection Students

Select one of the following:

  • The Selected [Number] Students Only – Run the report for students in the current selection.
  • All Students – Run the report for all students in the current school or district that meet the selection criteria.

If you are running the report for a single student, or a group of students, select the students prior to running the report.

Effective Date

Select the snapshot date to use for determining the student’s status for the specific program.

Select the appropriate special program for this extract.

  • At-Risk
  • Career and Tech
  • Gifted and Talented
  • Immigrant

  • General Education Homebound (GEH)
Also Include Monitored Students (Intervention Strategy)*Select Yes or No from the pop-up menu to include monitored students.

Run Now

Select this option if the user wants to run the report immediately.

Schedule

Select this option if the user wants to run this report on a scheduled basis. Once this option is selected the following choices are:

  • Run Once
    • Start Date and Start Time to run the report.
  • Repeat
    • Select Daily, Weekly, Monthly, or Yearly for the appropriate re-occurrence for running the report.
      • If Daily is selected, check the Weekdays only box to limit to weekdays.
      • If Weekly is selected, check which weekday to run the report.
      • If Monthly is selected, check the month to run the report.
      • If Yearly is selected, select either the date or the weekday to run the report.

Date Range – Select No End Date or a date that the re-occurrence should end.

Report Output

Each of the fields displayed in the output of the report is described below. See Understanding the Report Output Table for a definition of each column in the table.

ECI Notification Date (E1712)

The ECI-NOTIFICATION-DATE indicates the month, day, and year the LEA Notification of Potentially Eligible for Special Education Services was sent by the early childhood intervention (ECI) contractor to the local education agency (LEA) to notify them that a child enrolled in ECI will shortly reach the age of eligibility for Part B services and the child is potentially eligible for services under Part B, early childhood special education (ECSE).

ECI Transition Conference Date (E1713)

The ECI-TRANSITION-CONFERENCE-DATE indicates the month, day, and year when the transition conference was held (for a child receiving early childhood intervention (ECI) services) among the lead agency, the family, and the LEA where the child resides to discuss the child’s potential eligibility for early childhood special education (ECSE) services.

Parental Consent Date (E1714)

The (PARENTAL-CONSENT-DATE) of the first instructional day following the date on which the Local Education Agency (LEA) received written consent for the full individual and initial evaluation (FIIE) from the student's parent.

The instructional day does not include a day that falls after the last instructional day of the spring term and before the first instructional day of the subsequent fall term.

Calculated Parental Consent Date (E1714) - Override

Override the  Calculated Parental Consent Date is the next instructional day after the written consent form was received. This value is automatically calculated and displayed as read-only as reported in the TSDS collection.
Initial Evaluation Date (E1715)

The (INITIAL-EVALUATION-DATE) when the written full individual and initial evaluation (FIIE) report was completed.

This data element indicates the start of the 30-calendar day timeframe for completing the initial eligibility determination by holding the admission, review, and dismissal (ARD) committee meeting to make an eligibility determination and admit a student into special education.

Determination Date (E1716)

The (SPED-ELIGIBILITY-DETERMINATION-DATE) the LEA held the admission, review, and dismissal (ARD) committee meeting regarding the child’s initial eligibility determination for special education and related services. An individualized education plan (IEP) would be developed and implemented for a child admitted into special education on this same date.

Special Ed Determined (E1717)Indicates if the student was determined eligible and enrolled in special education and related services as a result of the full individual and initial evaluation (FIIE) report and the admission, review, and dismissal (ARD) committee meeting decision. This field relates to the SPED-ELIGIBILITY-DETERMINATION-CODE.
Evaluation Delay Reason (E1718)

The justification as to why the written full individual and initial evaluation (FIIE) report was completed beyond the State-established 45 instructional day timeframe for state performance plan indicator 11 (SPPI-11), or the justification as to why a child who was receiving early childhood intervention (ECI) services had their eligibility for early childhood special education (ECSE) determined beyond the child’s third birthday for SPPI-12.

This data element pertains to both state performance plan indicator 11 (SPPI-11) for students ages 3-21 being considered for special education supports and services and SPPI-12 for students who received early childhood intervention (ECI) services and were considered potentially eligible for early childhood special education (ECSE) when they three years old.

Regarding SPPI-11, exceptions to the State-established 45 instructional day timeframe are conditioned on the number of instructional days left in the year after parental consent and the number of student absences.

This field relates to the EVALUATION-DELAY-REASON and the options to select are:

The ECI-TRANSITION-CONFERENCE-DATE indicates the month, day, and year when the transition conference was held (for a child receiving early childhood intervention (ECI) services) among the lead agency, the family, and the LEA where the child resides to discuss the child’s potential eligibility for early childhood special education (ECSE) services.

Consent to Evaluation Date (E1714)

The actual date the written consent form was received by the district.

Parental Consent Date - Calculated (E1714)

The Calculated Parental Consent Date is the next instructional day after the written consent form was received. This value is automatically calculated and displayed as read-only as reported in the TSDS collection.

    • If consent was received on a Friday, the calculated date is the next Monday, assuming that is an in-session day.
    • If consent was received after the end of the school year, the calculated date is the first in-session day of the next school year.

Calculated Parental Consent Date (E1714) - Override

Override the  Calculated Parental Consent Date is the next instructional day after the written consent form was received. This value is automatically calculated and displayed as read-only as reported in the TSDS collection.
Initial Evaluation Date (E1715)

The (INITIAL-EVALUATION-DATE) when the written full individual and initial evaluation (FIIE) report was completed.

This data element indicates the start of the 30-calendar day timeframe for completing the initial eligibility determination by holding the admission, review, and dismissal (ARD) committee meeting to make an eligibility determination and admit a student into special education.

SPED Determination Date (E1716)

The (SPED-ELIGIBILITY-DETERMINATION-DATE) the LEA held the admission, review, and dismissal (ARD) committee meeting regarding the child’s initial eligibility determination for special education and related services. An individualized education plan (IEP) would be developed and implemented for a child admitted into special education on this same date.

SPED Determination Code (E1717)Indicates if the student was determined eligible and enrolled in special education and related services as a result of the full individual and initial evaluation (FIIE) report and the admission, review, and dismissal (ARD) committee meeting decision. This field relates to the SPED-ELIGIBILITY-DETERMINATION-CODE.
Evaluation Delay Reason (E1718)

The justification as to why the written full individual and initial evaluation (FIIE) report was completed beyond the State-established 45 instructional day timeframe for state performance plan indicator 11 (SPPI-11), or the justification as to why a child who was receiving early childhood intervention (ECI) services had their eligibility for early childhood special education (ECSE) determined beyond the child’s third birthday for SPPI-12.

This data element pertains to both state performance plan indicator 11 (SPPI-11) for students ages 3-21 being considered for special education supports and services and SPPI-12 for students who received early childhood intervention (ECI) services and were considered potentially eligible for early childhood special education (ECSE) when they three years old.

Regarding SPPI-11, exceptions to the State-established 45 instructional day timeframe are conditioned on the number of instructional days left in the year after parental consent and the number of student absences.
