MI 4061 FTE


This will create the MI 4061 FTE report. Use this to get a report of Full Time Equivalency (FTE) information for Special Education, General Education, and Adult Education participants.  

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the report does not return the correct records.

Student Selection

Records are selected based on the following criteria.

  • Special Education FTE includes the count of students enrolled in a Special Education program that meet the following criteria:
      1. Student is included in state reporting. ([Students]State_ExcludeFromReporting=0)
      2. Special Education Student flag is selected. ([S_MI_STU_GC_X]flagSpecEd=1)
      3. Student was active and enrolled on the entered Count Date in the report parameters. ([Students]ExitDate>=Count Date)

Student counts are split into three groups: Section 53 FTEs, Section 52 FTEs for in-district residents, and Section 52 FTEs for out-of-district residents.

  • General Education includes the count of students by grade level that meet the following criteria:
      1. Student is included in state reporting. ([Students]State_ExcludeFromReporting=0)
      2. Special Education Student flag is not selected. ([S_MI_STU_GC_X]flagSpecEd#1) or ([S_MI_STU_GC_X]flagSpecEd= )
      3. Student was active and enrolled on the entered Count Date in the report parameters. ([Students]ExitDate>=Count Date)
  • Additional FTE includes the count of students by program that meet the following criteria:
      1. Student is included in state reporting. ([Students]State_ExcludeFromReporting=0)
      2. Student was active and enrolled on the entered Count Date in the report parameters. ([Students]ExitDate>=CountDate)
             Student counts are included for these programs:
      3. Nonpublic – Resident of District. ([S_MI_STU_GC_X]residentMembership=08)
      4. Nonresident Pupils who are not enrolled under a cooperative agreement. ([S_MI_STU_GC_X]residentMembership=05)
      5. 16 or older but less than 20.
      6. Section 24 approved juvenile detention. ([S_MI_STU_GC_X]residentMembership=09)
  • Residency FTE Special Ed includes the count of special education students by district of residence that meet the following criteria:
      1. Student is included in state reporting. ([Students]State_ExcludeFromReporting=0)
      2. Special Education Student flag is selected. ([S_MI_STU_GC_X]flagSpecEd=1)
      3. Student was active and enrolled on the entered Count Date in the report parameters. ([Students]ExitDate>=Count Date)
                     Student counts are included for these programs:
      4. Pupils from non K-12 districts. ([S_MI_STU_GC_X]residentMembership=01)
      5. Sections 105 and 105c. ([S_MI_STU_GC_X]residentMembership=02) or ([S_MI_STU_GC_X]residentMembership=03)
      6. Non-public non-resident. ([S_MI_STU_GC_X]residentMembership=04)
      7. All other non-resident. ([S_MI_STU_GC_X]residentMembership=06)
  • Residency FTE General Ed includes the count of students by district of residence that meet the following criteria:
      1. Student is included in state reporting. ([Students]State_ExcludeFromReporting=0).
      2. Special Education Student flag is not selected. ([S_MI_STU_GC_X]flagSpecEd#1) or ([S_MI_STU_GC_X]flagSpecEd= )
      3. Student was active and enrolled on the entered Count Date in the report parameters. ([Students]ExitDate>=Count Date)
                  Student counts are included for these programs:
      4. Pupils from non k-12 districts ([Students]MI_SRSD_StudResmembership equals 01)
      5. Sections 105 and 105c ([Students]MI_SRSD_StudResmembership equals 02 or 03)
      6. Non-public non-resident ([Students]MI_SRSD_StudResmembership equals 04)
      7. All other non-resident ([Students]MI_SRSD_StudResmembership equals 06)
  • Section 107 Adult Education includes the count of students that meet the following criteria:
      1. Student is included in state reporting. ([Students]State_ExcludeFromReporting=0)
      2. Adult Education Student flag is selected. ([S_MI_STU_GC_X]flagAdultEd=1)
      3. Student was active and enrolled on the entered Count Date in the report parameters. ([Students]ExitDate>=Count Date)

Student counts are included for each Adult Education program. They are divided into two categories: Under 20 and 20 and Over. The Under 20 student counts include students with a GED and students with a diploma. The 20 and Over counts include students with a GED, students with a diploma, and students without a GED or diploma.

  • Summary FTE summarizes the student counts in each report section.

Regular ED

This column lists the FTE counts for each grade level and general education program. A calculation of the membership total for all general education FTEs is included at the bottom of the column.

Note: If the Total General Education FTE does not match a hand calculation of the FTE's in this column then there is a student with a General Education FTE that is not in grades K-12. This total will include students who are not in grades K-12 that have a General Ed FTE and are not excluded from state reporting.

Pupils Educated by the School District

This column lists the FTE total counts for each grade level, special education and general education program. A membership total for all general education FTEs is included at the bottom of the column.

Note: Special Education students must have time in general education in order to be included in this total.

Programs

This column lists the nonresident programs for the FTE counts, including:

  • 02 – Section 105 School of choice (Within same ISD)
  • 03 – Section 105C school of Choice (outside Contiguous ISD)
  • 05 – No Cooperative Agreement, No Release, Not Exempted
  • 08 – Non-Public School Student
  • 09 - Section 24 Juvenile Detention Facility
  • 16 or older but less than 20 (calculated by subtracting the DOB from the Calculate Age Date entered on the report interface)

Special Education

A student is included in this count if the FTE value is greater than 0.00 and the student is identified as a special education student. The FTE value is the sum of the FTE 52 and FTE 53.

This field contains the difference between the Total Special Education FTE count and Non-resident Special Education FTE count.

This field contains the total general education FTE count from the K-12 PUPIL MEMBERSHIP (F.T.E.) IN GENERAL EDUCATION PROGRAM CLASSES section.
