Introduction

Use the IL Early Childhood Outcome report to submit early childhood outcome data to the ISBE SIS. This report contains information for special education students enrolled in any grade level below Kindergarten during the reporting period. The state uses this information to identify the early childhood special education students in your school district. Any student who was actively enrolled during the reporting period extracts on the report. You can generate this report at the school or district level.

The report format is comma-delimited (CSV) with a .txt extension. If a student field is blank for a mandatory field, the field default is used in the extract. If a student field is blank for an optional field, the field is blank on the extract.

The Extract Viewer link is available on the State Reports page in the description area for the IL Early Childhood Outcome report. The Extract Viewer can be used as a troubleshooting tool.

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the report does not return the correct records.

For the IL Early Childhood Outcome report, special education students enrolled in grade level Kindergarten or below are selected.

School Selection

The report selects which school records to use based on the following criteria:

  • The school must be associated with a student included in the report.
  • The school must not be excluded from state reporting.

Student Selection

The report selects which student records to use based on the following criteria:

  • The student must not be excluded from state reporting.
  • The enrollment for the student must not be excluded from state reporting.
  • The student was enrolled at any time between the report start and end dates.
  • The student’s grade level is below Kindergarten.
  • The student has an Exit Code not equal to 2, Transfer in District.
  • The student must have an Entry Rating Date or Progress Rating Date that falls between the report start and end date.
  • The student has an Individualized Education Plan (IEP). The IEP is used to identify the student as a special education student.

Field

Use

If run at the district level, choose one of the following from the pop-up menu:

  • Default – District Wide. Includes all records on the PowerSchool server that meet selection criteria.
  • Current School Only – Includes all records associated with the current school that meet the selection criteria.
  • District Wide – Includes all records on the PowerSchool server that meet the selection criteria.

If run at the school level, the report includes all records associated with the current school that meet the selection criteria. To change the current school, click School at the top of the page and choose the appropriate school from the list.

Students to Include

Indicate which students to include in the report by selecting one of the following options:

  • The selected [number] students only – Run the report for students in the current selection.
  • All students – Run the report for all students in the current school or district that meet the selection criteria.

Note: If running the report for a single student, or group of students, select the students prior to running report.

Processing Options

Choose a time to run the report from the pop-up menu:

  • In Background Now (Recommended) – Execute the report immediately in the background.
  • ASAP – Execute the report in the order it is received in the Report Queue.
  • At Night – Execute the report during the next evening.
  • On Weekend – Execute the report during the next weekend.
  • On Specific Time – Execute the report on the date and time specified.

Specific Date/Time

Enter a date using the format mm/dd/yyyyor mm-dd-yyyyin order to run the report on a specific day. The incorrect format displays an alert and the date field is submitted as a blank entry.

Use the pop-up menus to schedule the report to be run at a specific hour and minute.

Example: 7/29/2011 @ 10:05 AM.

Select District

(Optional) If this option appears, select the District for which to run the report.

Report Start Date

Enter the start date for the reporting period.

Format: MM/DD/YYYY

Notes:

  • You must enter a start date that includes the entry information if there is no exit date within the school year and the entry date is prior to the school year.
  • Report start and end dates may span multiple school years.

Report End Date

Enter the end date for the reporting period.

Format: MM/DD/YYYY

Note: Report start and end dates may span multiple school years.

The RCDTS Number

Enter the 15-digit RCDTS (Region, Country, District, Type, and School) number.

The value entered in this field will be used in the file name and the header in the report results.

Run from the Extract Viewer

Choose one of the following from the pop-up menu:

  • Yes – This processes the extract from the extract viewer records rather than from the PowerSchool database. The extract viewer contains records from the last time the report was run.
  • No – Select No when running any extract for the first time or to run the report from the PowerSchool database.

Note: If you select No, the data in the extract viewer is replaced with the data from the report currently being run.

State Student Identifier

The student identification code assigned to each student in your district by the Illinois State Board of Education (ISBE). This value should be blank for all students upon first submission of the student.

Legal Last Name

If the Legal Last Name field is left blank, the student’s last name entered on the Demographics page is used.

Legal First Name

If the Legal First Name field is left blank, the student’s first name entered on the Demographics page is used.

Enter the RCDTS Home School number that identifies the home school conducting the entry rating. Extracted from the EC Outcome tab of the Illinois State Information page, Start Page > Student Selection > Illinois State Information > Early Childhood Outcome Information.

If left blank, the RCDTS Home School entered on the Edit School page is used in the report.
