WA P-223H Form and Audit

Introduction

Form P-223H is also known as the Monthly Report of School District Special Education Enrollment. This report includes enrollment data based on student enrollment in special education. The data is used to calculate state special education funding for each resident school district.

As of the 2020-2021 school year, children aged birth through two are no longer reported.

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis of report results when the report does not return the correct records.

Student Selection Criteria

The report selects student records from the [Students] and [ReEnrollments] table that satisfy the following criteria:

  • The student must be enrolled in a school included in the report.

  • The student's 'Serving County District Code' must match the District Number on the District Info page.

  • The student must have a current Special Education Service Enrollment (P223H).

  • The student's Special Education Service Enrollment Entry Date must occur on or before the report date.

  • The student's Special Education Service Enrollment Exit Date must occur after the report date.

  • The student must have a current Special Education Service Enrollment (CEDARS).

    • Used for determining K-12 Special Education Tier.

  • The student must have a Disability Status other than blank or 00 - No Disabilities.

  • The student must be less than 21 years of age as of September 1 of the reporting year.

  • The student is age 3 or older. (Birth to age 2 are no longer reported)

  • The age of the student must be less than 10 years on the day the report is run.

  • The student must have an IEP Previous Review date before the report date.

  • The student's IEP Previous Review date must within 12 months before the report date or the student must have an IEP Due Date Override after the report date.

  • The student must not have an IEP Due Date Override before the report date.

  • The student must have a Special Education Evaluation date before the report date.

  • The student's Special Education Evaluation date must within 36 months before the report date or the student must have a Special Education Evaluation Due Date Override after the report date.

  • The student must not have a Special Education Evaluation Due Date Override before the report date.

Use

Choose one of the following options:

  • Current School Only – Includes all student records associated with the current school that meet the selection criteria. To change the current school, click the School link at the top of the page and choose the appropriate school from the list.

  • District Wide (default) – Includes all student records on the PowerSchool server that meet the selection criteria.

The District Wide option is only available when running at the district office.

Students to Include

Indicate which students to include in the report by selecting one of the following options:

  • The selected [number] students only – Run the report for students in the current selection.

  • All students – Run the report for all students in the current school or district that meet the selection criteria.

If you are running the report for a single student, or a group of students, select the students before running the report.

Report Date (MM/DD/YY)

Enter the date.

District of Residence (Numeric Code)

Select the district of residence from the popup menu. Districts may be entered on the Start Page > District Setup > Districts of Residence page.

This field does not affect the student selected within the report.

Headcount of Individual Students

Age 0 – 2

(No Longer Collected as of 2020-2021)

The number of students aged 0 through 2 receiving special education services.

Rule 1: The student must be enrolled in an appropriate Special Program. See Student Selection Criteria for more information.

Rule 2: The student must be assigned a Serving County District Code (also known in PowerSchool as the district of residence).

Rule 3: The student’s date of birth must occur on or after 8/31/YYYY.

YYYY - The year YYYY is determined by the school year selected at report runtime, minus two years.

For example, if you select 2011-2012 as the school year, then the student’s date of birth must occur on or after 8/31/2009 (2011 minus two years).

Headcount of Individual Students Age 3 or higher, not enrolled in Kindergarten.

The number of students age 3 or older, not yet enrolled in Kindergarten and receiving special education services.

Rule 1: The student must be enrolled in an appropriate Special Education Service Enrollment. See Student Selection Criteria for more information.

Rule 2: The student must be assigned a Serving County District Code (also known in PowerSchool as the district of residence).

Rule 3: The student’s date of birth must occur before 8/31/YYYY and on or after 8/31/XXXX.

YYYY – See Ages 0 through 2 for YYYY.

XXXX – The year XXXX is determined by the school year selected at report runtime minus twenty-one years.

For example, if you select 2011-2012 as the school year, the student’s date of birth must occur on or after 8/31/1990 (2011 minus twenty-one years). In this example, the date of birth would also need to occur before 8/31/2009.

Headcount of Individual Students

TK 14/18 Tier 1

Sum of the count of students who have a program code of "67 - Transitional Kindergarten" and an LRE Code of 1. The count is for the school that their current enrolment record is associated with. 

These students are excluded from other grade counts. For example, if the program code of a student is changed to "67 - Transitional Kindergarten", the sum of the count of K - 21 Tier 1 students will be reduced by 1.

Note: If the Enable/Disable Grade Level LTK Mapping option is enabled as part of District Info and the report is run for school year 2024-2025, the students' actual grades are displayed in the report output even if students' have the 67 - Transitional Kindergarten program code.

If the Enable/Disable Grade Level LTK Mapping option is enabled as part of District Info and the report is run for school year 2023-2024, students' who have the 67 - Transitional Kindergarten program code, their gradelevels are displayed as TK in the report output.
