CRDC UI Update: School and Student Pages

The CRDC UI pages are updated as follows:

Student State/Province - VA > CRDC - removed the 2017-2018 specific year reference on the top of the page and in the descriptions for questions HSEE-2, ENRL-3a, and ENRL-3b.
Start Page > Student Selection > Log Entries - removed the 2017-2018 specific year reference in the CRDC section.
Start Page > District Setup > Schools/School Info > Edit School > Civil Rights Data Collection - discontinued questions STAF-2. School Counselors Number FTE, Number of FTE school, and counselors, Number of FTE nurses as the questions are extracted from the VA State Information section of the Staff page for the CRDC report.

Student Behavior and Administrative Response (SBAR) Collection - Update for A, D, and E Records

Student Behavior and Administrative Response (SBAR): Version 1.3

The identified report is updated as follows:

Record A - prepended a “0” to the EOY (3) and Pre-Submission (9) record types.

Record D - separate D records per offender no longer parsed by action.

Record D - field Actual Duration on the Disciplinary Sanction Code^ used for Days Sanctioned.

Record C - entry of decimal values .25, .50, and .75 are for Actual Duration now extract.

Record E - victim count logic is updated to extract the first numeric value found in the comment of the selected Action Attribute victim indicator type.
