Incident Management TEA Discipline Edits Validation Report

Introduction

The Incident Management Discipline Interchange Validation Report for the Summer PEIMS collection is available on the State Reports page under the Data Verification and Supporting Reports category.

  • The report applies business logic from key TEA Disciplinary Action Business Rules and common Fatal Errors to the Incident Management data reported in the Discipline Interchange.

  • Only those incidents that meet the Discipline Interchange selection criteria are included. Prior to running the Incident Management Discipline Interchange Validation Report, users should first run the companion Incident Management Verification Report to review and resolve issues with the basic structure and required data entry in the incident records. Records that appear with errors in the verification report will often cause the records to be bypassed, or may produce unexpected results when the TEA business logic is applied.

  • Records that meet the Discipline Interchange requirements are examined for violations of TEA business rules. The PDF output provides a list by school and by student of the incidents and elements that will trigger fatal errors.

  • The TEA fatal edit number is provided along with a translation of the error message using the PowerSchool Incident Management field naming conventions to allow districts to quickly identify and correct invalid data.

    • 44425-0011: If DISCIPLINARY-LENGTH-DIFFERENCE-REASON-CODE is 00, then the values for OFFICIAL-LENGTH-OF-DISCIPLINARY-ASSIGNMENT and ACTUAL-LENGTH-OF-DISCIPLINARY-ASSIGNMENT must not be different.

    • 44425-0012: If DISCIPLINARY-LENGTH-DIFFERENCE-REASON-CODE is not 00, then the values for OFFICIAL-LENGTH-OF-DISCIPLINARY-ASSIGNMENT and ACTUAL-LENGTH-OF-DISCIPLINARY-ASSIGNMENT must be different.
    • 44425-0013: If DISCIPLINARY-ACTION-CODE is "02"-"04", "06"-"08", "10", "12", "13", "26", "51"-"55", "57", "59", or "60", then CAMPUS-ID-OF-DISCIPLINARY-ASSIGNMENT must not be blank.
    • 44425-0016: If DISCIPLINARY-ACTION-CODE is "01", "05", "25", "27", "28", "29" or "50", then CAMPUS-ID-OF-DISCIPLINARY-ASSIGNMENT must be blank.
    • 44425-0017:  If DISCIPLINARY-ACTION-CODE is 13 or 14, then DISCIPLINARY-ACTION-REASON-CODE must be 21.
    • 44425-0018: If DISCIPLINARY-ACTION-CODE is "27" or "28", then DISCIPLINARY-ACTION-REASON-CODE must be "02", "04"-"09", "11", "12", "14", "16"-"19", "26"-"32", "35"-"37", "46"-"48", "55", "57", or "60".
    • 44425-0021:  If OFFICIAL-LENGTH-OF-DISCIPLINARY-ASSIGNMENT is 0, then DISCIPLINARY-ACTION-CODE must be 27 or 28.
    • 44425-0023:  DISCIPLINARY-ACTION-CODE ""27"" and ""28"" must not both be reported on different Disciplinary Actions with the same TX-UNIQUE-STUDENT-ID, DISCIPLINARY-INCIDENT-NUMBER and CAMPUS-ID-OF-DISCIPLINARY-RESPONSIBILITY.
      Only one ""mandatory action not taken"" (27 or 28) TX-DisciplinaryActionCode can be reported for a particular student and incident."
    • 44425-0051: If DISCIPLINARY-ACTION-REASON-CODE is 09 or 10, then BEHAVIOR-LOCATION-CODE must be 04.
    • 44425-0056:  If DISCIPLINARY-ACTION-REASON-CODE is 01 or 59, then BEHAVIOR-LOCATION-CODE must be 01 or 03
    • 44425-0058:  If DISCIPLINARY-ACTION-REASON-CODE is 08, then BEHAVIOR-LOCATION-CODE must be 01 - 04.
    • 44425-0060:  If DISCIPLINARY-ACTION-REASON-CODE is 36 or 37, then BEHAVIOR-LOCATION-CODE must be 01, 03, or 05.
  • The Discipline Interchange automatically reports on-campus behavior location codes as 00 instead of 01 when required by TEA per edit 44425-0050: If DISCIPLINARY-ACTION-REASON-CODE is "21"-"23", "41", "42", "44", "45", "55", "56", or "61", then BEHAVIOR-LOCATION-CODE must be "00". This edit is therefore not included in the validation report.

Description

Select Schools

If run at the district level, choose one of the following:

  • Select Multiple Schools – Select schools to include in the report. To select a single school, click that school. To select multiple schools, use Ctrl+Click and select each school to be included.
  • All Schools – Run the report for the entire district.

If run at the school level, the report includes all records associated with the current school that meet the selection criteria. To change the current school, click School at the top of the page and choose the appropriate school from the list.

Select Start and End Dates

Enter the date range to be used for the report

Run Now

Select this option if the user wants to run the report immediately.

Schedule

Select this option if the user wants to run this report on a scheduled basis. Once this option is selected the following choices are:

  • Run Once
    • Start Date and Start Time to run the report.
  • Repeat
    • Select Daily, Weekly, Monthly or Yearly for the appropriate re-occurrence for running the report.
      • If Daily is selected, check the Weekdays only box to limit to weekdays.
      • If Weekly is selected, check which weekday to run the report.
      • If Monthly is selected, check the month to run the report.
      • If Yearly is selected, select either the date or the weekday to run the report.

Date Range – Select No End Date or a date that the re-occurrence should end.

Inc ID

The school number associated with the record.

The PowerSchool Incident ID number.

Local ID

TX Inc ID

The student's local student ID number.

The Texas Incident ID number (calcualted).

Unique ID

Inc Date

The student’s Texas Unique ID; required for TSDS PEIMS reporting (E1523).

The Incident Date.

Student

Inc Title

The student’s name, output as Last, First Middle.

The title of the Incident in PowerSchool.

LocThe Behavior Location Code.
BehavThe Behavior Code.
ActionThe Action Code.

Action Begin Date

The Begin Date entered in the Action Date Range in the incident, which corresponds to the Date of Disciplinary Action (E1036) reported in the Discipline Interchange.

Action End DateThe End Date entered in the Action Date Range in the incident.
Dur CodeThe Duration Code in the Action record.
Dur Assign

The official length in days of the student’s disciplinary assignment as entered in the Assigned Duration field in the incident. This is reported as the Official Length of Disciplinary Assignment (E1007) in the Discipline Interchange.

Dur ActualThe actual length of days of the student's disciplinary assignment as entered in the Actual Duration field in the incident.

Actual Duration

The actual length in days of a student’s disciplinary assignment as entered in the Action Duration field in the incident. This is reported as the Actual Length of Disciplinary Assignment (E1008) in the Discipline Interchange.

Campus of Assignment

The school number of the campus in which the student was placed for disciplinary reasons as entered in the Campus of Assignment Action Attribute field; required for TSDS PEIMS reporting when the discipline results in a placement (E1003).
