PSSR-219980	NC09 Discipline Incident Detail Report - Victimless Behavior Reported for More Than the First Victim	Discipline Incident Detail Report version 1.6 (NC State Dashboard report procedure version) The victimless behavior or offender behavior is reported only for the first victim.
PSSR-225871	NC09 Discipline Victimless Behavior Reported When Matched with Victimless List	Discipline Report: Version 1.6 (Dashboard Report) A list was provided to identify victimless behavior to report for only one victim. The criteria are to match victimless state-reported code (provided by NCDPI) with the incident's behavior code and if the Victim Y/ N column is NO then it should report the behavior for only the 1st victim. If the Victim Y/ N value is YES even if the behavior code is victimless, it reports for all victims.
