KIAS Discipline Data Collection Extract

Introduction

The KIAS extract generates discipline data for the Kansas Integrated Accountability System (KIAS). This data is categorized into the following disciplinary areas:

  • Demographics

  • Bullying

  • Kansas School Safety and Security Act

  • Students Involved with Firearms

  • Discipline of Students with Disabilities (IDEA)

For IDEA students, all in-school suspensions, out-of-school suspensions, and expulsions of at least one school day must be reported. For Non-IDEA students, all in-school suspensions, out-of-school suspensions, and expulsions of a least one school day as the result of violence, weapons, alcohol, or substance abuse must be reported. Also for non-IDEA students, all in-school suspensions, out-of-school suspensions, and expulsions where the student is removed from their regular school program for the remainder of the school year for any reason must be reported.

Selection Criteria

The report selects records from the database based on the following criteria:

  • The incident must be associated with a school that is not excluded from state reporting.

  • The incident date must occur between the start and end dates of the report.

  • The incident type must be Kansas State Reporting.

  • The incident must have an offender and at least one action and one behavior.

    • Incidents with more than one action and behavior will be reported as separate records.

  • If the incident involves a primary behavior with a code of 1110, 1120, 1130, or 1140, it will be reported as expected.

    • For behaviors not listed above, the incident will still be reported if any of the following conditions are met:

      • The IDEA status is marked as “Yes (21)"

      • There is an associated object code with the behavior.

      • The student’s enrollment D35 Primary Disability Indicator is populated as “WD” (in line with the student’s requirements).

  • There are no additional conditions required for actions if either the specified behavior conditions are met or if any of the action codes 550, 555, 560, or 565 are indicated.

  • Primary behavior must be present in the report; actions cannot be reported on their own.

Description

Schools to Include

When running from the district office, choose one of the following:

  • Select a single or multiple schools – Includes all data records associated with the selected school(s) that meet the selection criteria. Select a school or, to select multiple schools, press Ctrl+Click.

When running from a school, the extract will run for the current school.

  • Current School Only – Includes all data records associated with the current school that meet the selection criteria. To change the current school, click School at the top of the page and choose the appropriate school from the list.

Start Date

Enter a date (in mm/dd/yyyy format) for the first day of the report date range.

End Date

Enter a date (in mm/dd/yyyy format) for the last day of the report date range.

Report Output

Each field in the report output is described below. See Understanding the Report Output Table for a definition of each column in the table.

This report extracts only the primary behavior. If there is more than one action associated with the Primary behavior, then the report merges and extracts all the actions (of only the most recent record identified from Action Begin Date) associated with the primary behavior. If there are two actions with the same recent date, then only those 2 recent records are merged and extracted.

RR_WEAPON_TYPE

Indicates the type of weapon used in the incident.

The following weapon types are considered:

  • 1 (Handguns) (100) ^ 

  • 2 (Rifles/Shotguns) (200) ^ 

  • 3 (Other Firearms) (300) ^ 

  • 4 (Multiple Types of Firearms) (800) ^

  • 5 (Non-Firearm Weapons) (900) ^ 

Note: The weapon type will be reported only if RR_WEAPON_TYPE is Yes.

Required

If Object = Handgun, then 1 is reported.

If Object = Rifles, then 2 is reported.

If Object = Other Firearms, then 3 is reported.

If Object = Multiple Types of Firearms, then 4 is reported.

If Object = Non-Firearm Weapons, then 5 is reported.

Indicates if there is a Serious bodily injury.

If Participant attribute code = Victim injury (60) And subcode is major injury (63), then the value reported is Yes else No is reported.

Indicates if there is Other violation of school code of conduct.

If the Behavior code is (3300, 4300, 5000, 5100, 4200)^, then the value reported is Yes else No is reported.

RR_BULLY_TYPE 

Indicates the type of bullying used in the incident.

The following weapon types are considered:

  • 1 (Physical Bullying) (1110)^ 

  • 2 (Cyber Bullying) (1120)^ 

  • 3 (Verbal Bullying) (1130)^ 

  • 4 (Relational Bullying) (1140)^ 

Note: The bullying type will be reported only if RR_BULLY is Yes.

If Relational Bullying, then 4 is reported.

Reason for Removal

RR_FELONY 

Indicates if the incident involves felony violence.

Felony Violence description:
"Violence including crimes against persons which constitute the commission of a felony, including murder, aggravated assault, battery, criminal threat, hazing, kidnapping, robbery, burglary, and stalking; or sex crimes such as rape, aggravated indecent liberties with a child, indecent solicitation of a child, sexual battery, sexual exploitation of a child, and sodomy; or child abuse or terroristic threat."

Required

If Behavior Category = Assault (1000)^ or Threat (2000)^ or Arson (3000)^, then the value reported is Yes else No is reported.

DR_DAYS_OF_ISS 

The number of school days of ISS. Up to 2 decimal positions allowed.

Note: Days less than one with a 0 to the left of the decimal place, for example, "0.25" are considered blank.

The number of school days of OSS. Up to 2 decimal positions allowed.

DR_EXP_SERVS 

Indicates if Educational Services are provided if Days of Expulsion is greater than zero.  

Valid values:

  • Yes

  • No

If not expelled, blank value is reported.

Required if DR_DAYS_OF_EXP has a value.

If action code is (550)^ or (555)^, then Yes is reported. 

If action code is (560)^ or(565)^, then No is reported.

Days of Removal 

DR_EXP_DURATION

The duration of expulsion.

Valid values:

  • 1 (Less than one calendar year) 

  • 2 (One calendar year) 

  • 3 (Longer than one calendar year) 

  • 4 (No expulsion due to student death, withdrawal, or incarceration)

If not expelled, blank value is reported.

Note: Ensure only one type of Action code is used and use codes as per school year. Also, Action Begin and End date must be entered, else blank value is reported.

Required if DR_DAYS_OF_EXP and DR_EXP_SERVS have a value.

The values 1, 2, 3, or 4 are derived from the Date Range of Action Codes (550)^, (555)^, (560)^, (565)^ and Calendar Year: 

If (550)^, (555)^, (560)^, (565)^ is (Less than one calendar year), then 1 is reported. 

If (550)^, (555)^, (560)^, (565)^ is (One calendar year), then 2 is reported.  

If (550)^, (555)^, (560)^, (565)^ is (Longer than one calendar year), then 3 is reported.
If Action code = (850)^, (860)^, (870)^, then 4 is reported.

If Days of Expulsion is greater than zero, did this expulsion result in the student's removal for the remainder of the school year or longer?

Number of days of Interim Alternative Education Setting (IAES).

Up to 2 decimal positions allowed. 

Note: Days less than one with a 0 to the left of the decimal place, for example, "0.25" are considered blank.

Action code in (610)^, (650)^ 

If Actual Duration is available, it is extracted, else Assigned Duration is pulled.

DR_IAES_REMOVAL_SCH_PERSONNEL 

If days of IAES is greater than zero, indicates whether student was removed by School Personnel (not the IEP team) to another educational setting.

Valid values:

  • Yes

  • No

If DR_IAES_DAYS does not have a value, blank value is reported.

Required if DR_IAES_DAYS has a value.

If Action attribute = Removal by AND subcode = School Personnel, then Yes is reported else No is reported.

DR_IAES_REMOVAL_KSDE_HEARING_OFFICER

If days of IAES is greater than zero, indicates whether student was removed by KSDE appointed Hearing Officer to another educational setting.

Valid values:

  • Yes

  • No

If DR_IAES_DAYS does not have a value, blank value is reported.

Required if DR_IAES_DAYS has a value.

If Action attribute = Removal by AND subcode = KSDE Hearing Officer, then Yes is reported else No is reported.

Reporting to Law Enforcement

RLF_FELONY

Indicates whether the school staff reported an act to law enforcement that constituted or involved a felony.

Valid values:

  • Yes

  • No

Required

If action code (750)^, then Yes is reported else No is reported.

Reporting to Law Enforcement

RLF_MISDEMEANOR

Indicates whether the school staff reported an act to law enforcement that constituted or involved a misdemeanor.

Valid values:

  • Yes

  • No

RLF_POSSESION

Indicates whether the school staff reported an act to law enforcement that constituted or involved the possession, use, or disposal of explosives, firearms, or other weapons.

Reporting to Law Enforcement

RLF_LOCATION 

The location where the act reported to law enforcement occurred.

Valid values:

  • 1 (On school property, during the school day)

  • 2 (On school property, outside the school day)

  • 3 (Off school property, at a school-supervised activity)

Required if RLF_FELONY, RLF_MISDEMEANOR, and RLF_POSSESION are marked as Yes. If they are marked as No, blank value will be reported.

Calculated from Location and Timeframe 

If location code is (100)^ and Time Code is 100, then 1 is reported. 

If location code is (100)^ and Time Code is 200, then 2 is reported. 

If location code is (200)^, then 3 is reported.

Reporting to Law Enforcement

RLF_JDC 

Indicates whether there was an arrest and referral to law enforcement or juvenile intake and assessment services made in connection to the incident.

Valid values:

  • Yes

  • No

Required if RLF_FELONY, RLF_MISDEMEANOR, and RLF_POSSESION are marked as Yes. If they are marked as No, blank value will be reported.

If action code in W2-WEAPON^ is (730)^, (750)^, then Yes is reported else No is reported.
