KIAS Discipline Data Collection Extract

Introduction

The KIAS extract generates discipline data for the Kansas Integrated Accountability System (KIAS). This data is categorized into the following disciplinary areas:

  • Demographics

  • Bullying

  • Kansas School Safety and Security Act

  • Students Involved with Firearms

  • Discipline of Students with Disabilities (IDEA)

For IDEA students, all in-school suspensions, out-of-school suspensions, and expulsions of at least one school day must be reported. For Non-IDEA students, all in-school suspensions, out-of-school suspensions, and expulsions of a least one school day as the result of violence, weapons, alcohol, or substance abuse must be reported. Also for non-IDEA students, all in-school suspensions, out-of-school suspensions, and expulsions where the student is removed from their regular school program for the remainder of the school year for any reason must be reported.

Selection Criteria

The report selects records from the database based on the following criteria:

  • The incident must be associated with a school that is not excluded from state reporting.

  • The incident date must occur between the start and end dates of the report.

  • The incident type must be Kansas State Reporting.

  • The incident must have an offender and at least one action and one behavior.

    • Incidents with more than one action and behavior will be reported as separate records.

  • If the incident involves a primary behavior with a code of 1110, 1120, 1130, or 1140, it will be reported as expected.

    • For behaviors not listed above, the incident will still be reported if any of the following conditions are met:

      • The IDEA status is marked as “Yes (21)"

      • There is an associated object code with the behavior.

      • The student’s enrollment D35 Primary Disability Indicator is populated as “WD” (in line with the student’s requirements).

  • There are no additional conditions required for actions if either the specified behavior conditions are met or if any of the action codes 550, 555, 560, or 565 are indicated.

  • Primary behavior must be present in the report; actions cannot be reported on their own.

Field

Description

Schools to Include

When running from the district office, choose one of the following:

  • Select a single or multiple schools – Includes all data records associated with the selected school(s) that meet the selection criteria. Select a school or, to select multiple schools, press Ctrl+Click.

When running from a school, the extract will run for the current school.

  • Current School Only – Includes all data records associated with the current school that meet the selection criteria. To change the current school, click School at the top of the page and choose the appropriate school from the list.

Start Date

Enter a date (in mm/dd/yyyy format) for the first day of the report date range.

End Date

Enter a date (in mm/dd/yyyy format) for the last day of the report date range.

Report Output

Each field in the report output is described below. See Understanding the Report Output Table for a definition of each column in the table.

This report extracts only the primary behavior. If there is more than one action associated with the Primary behavior, then the report merges and extracts all the actions (of only the most recent record identified from Action Begin Date) associated with the primary behavior. If there are two actions with the same recent date, then only those 2 recent records are merged and extracted.

Indicates whether school staff reported an act to law enforcement that constituted or involved a felony.

Indicates whether school staff reported an act to law enforcement that constituted or involved a misdemeanor.


Derived from action code.

If action code = 730: ‘Yes’

Possession

Indicates whether school staff reported an act to law enforcement that constituted or involved the possession, use, or disposal of explosives, firearms, or other weapons.

Must be "Yes" if Weapon_Type is not blank.

Derived from object code.

If object code = W2-Weapons: ‘Yes’

Location

Indicates whether the act reported to law enforcement occurred at one of the below locations.

Valid values:

  • 1 (On school property, during the school day)

  • 2 (On school property, outside the school day)

  • 3 (Off school property, at a school-supervised activity)

Required if one of the following fields is not blank:

  • Felony

  • Misdemeanor

  • Possession

  • Arrest/Referral

Derived from location code and time code.

  • If location code = 100 and time code = 100: ‘1’

  • If location code = 100 and time code = 200: ‘2’

  • If location code = 200: ‘3’

Arrest /Referral

Indicates whether an arrest and referral to law enforcement, or juvenile intake and assessment services was made in connection to the incident.

Required if one of the following fields is not blank:

  • Felony

  • Misdemeanor

  • Possession

  • Location

If action code = 710, 730, 750, or 777: ‘Yes’

Students Involved with Firearms

Weapon_Type/Firearm Type

Indicates the weapon type associated with the incident.

Valid values:

  • 1 (Handguns)

  • 2 (Rifles/Shotguns)

  • 3 (Other)

  • 4 (Multiple)

Required if Discipline_Method_IDEA or Discipline_Method _Non_IDEA is not blank.


Derived from object code.

  • If object code = 100: ‘1’

  • If object code = 200: ‘2’

  • All other objects: ‘3’

  • If more than one object: ‘4’

Discipline_Method_IDEA

Indicates the discipline method used for an IDEA student.

Valid values:

  • (1) Expulsion that was modified to less than one year and received educational services under IDEA.

  • (2) One-year expulsion and received educational services under IDEA.

  • (3) No expulsion because the student was removed for other reasons such as death, withdrawal, or incarceration.

  • (4) Another type of disciplinary action.

  • (5) No type of disciplinary action was taken.

With discipline incidents that have an Object Type of Weapon the DISCIPLINE_METHOD_IDEA and DISCIPLINE_METHOD_NON_IDEA fields will display in the following manner:

  • DISCIPLINE_METHOD_IDEA and DISCIPLINE_METHOD_NON_IDEA will be populated as these values are mutually exclusive, which means that when one field has a value then the other field must be blank and vice versa.

  • If the student is NON-IDEA, then the DISCIPLINE_METHOD_IDEA will be blank and DISCIPLINE_METHOD_NON_IDEA should have a value.

  • If action code = 550: ‘1’

  • If action code = 555: ‘2’

Discipline_Method _
Non_IDEA

Indicates the discipline method used for a non-IDEA student.

Valid Values:

  • (1) One-year expulsion and no educational services (including alternative placement with educational services).

  • (2) One-year expulsion and educational services (or alternative placement with educational services).

  • (3) Expulsion modified to less than one year and no educational services (including alternative placement with educational services).

  • (4) Expulsion modified to less than one year and educational services (or alternative placement with educational services)

  • (5) No expulsion because the student was removed for other reasons such as death, withdrawal, or incarceration.

  • (6) Another type of disciplinary action.

  • (7) No disciplinary action was taken.

With discipline incidents that have an Object Type of Weapon the DISCIPLINE_METHOD_IDEA and DISCIPLINE_METHOD_NON_IDEA fields will display in the following manner:

  • DISCIPLINE_METHOD_IDEA and DISCIPLINE_METHOD_NON_IDEA will be populated as these values are mutually exclusive, which means that when one field has a value then the other field must be blank and vice versa.
