Special Education, Evaluation and Termination

Indiana Ed-Fi Reporting for the students receiving Special Education Services

This document explains the information needed for data collection and publishing of the Special Education Program for the students receiving Special Education Services in the District.

Selection Criteria

  • The Student must not be excluded from State Reporting.
  • The Student must have a State Student Number.
  • The Student must have a valid enrollment record for the current session.
  • The Student must be marked as Yes for Special Education, which could be found under SE/EV tab from State Student Pages.
  • The Student's Special Education record must not be Excluded From Ed-Fi.
  • The Student must have a valid record under Special Education History, which could be found under SE/EV tab from State Student Pages.
  • The School in which the student is enrolled, must not be Excluded from State Reporting.

Data Collection

Data needed for the Special Education Service and the Special Education Evaluation could be collected in the below location:
Start Page > Student Selection > Special Education Information
Click New, under Special Education History for creating a new record.

  • For Special Education Evaluation, the data will be entered under the Special Education Evaluation section.
  • For Special Education Service, the data will be entered under the Special Education Service section.

For details regarding the fields and mappings, refer to the Student Special Ed Programs section of the Student Programs.

Publishing Logic

  • The records will get excluded from publishing if Exclude From Ed-Fi is set to Yes.

  • Every record with the end date i.e., Service Termination Date being Null or greater than the Start Of the School Year will get published.
  • For the Begin Date,
    • If Special Education Placement is neither blank nor 58, then the Service Begin Date is considered as the begin date and if it is blank then it will be taken from the IEP Review Date.
    • If Special Education Placement is blank or 58 (Not Applicable), then the Parental Consent Date will be considered as the begin date.
  • For the End Date,
    • The value for the service end date is pulled from the Service Termination Date.
    • If the Service Termination Date is blank and the Special Education Placement is Blank or 58 Undefined (Evaluation), then the End Date's value will be pulled from the IEP Review Date.
  • If a student has multiple enrollments throughout the session and if the special program is valid for the whole session then only one Special Education Program will be published. And if the student has multiple enrollments in the same school and the Special Education Record is valid for all enrollments then also only one Special Education Program will be published with the end date of the most current enrollment.
  • Special Education Records ending after July 1st, but before the start of the school year term, will get published with the SchoolID of the first enrollment record.
  • For IDEA Eligibility, the data is pulled from Student Eligibility under the Special Education Evaluation section, if it is (2) No or (3) Not applicable, student did not have case conference, the record will not get published to the state.
  • If an IEP Review Date is given, then a response to IDEA Eligibility is required and it could only be (1) Yes or (2) No.

For scenarios in which a student has multiple school enrollments with different schools within the same District in the current session and the student only has a special education record created for the current enrollment. As per the DOE guidelines, an IEP Review Date is required to avoid the duplicate publishing of the records.
