Incident Definitions
Use the following definitions to assist in recording incidents:
- Incident - An event that occurs on or off school grounds or at a school-sponsored event that disrupts the orderly functioning of a school or classroom. Incidents range from minor behavioral problems to criminal acts and typically result in disciplinary action.
- Participant - Persons involved in an incident offenders, victims, witnesses, and reporters. These people may be students attending the school, students attending other schools, school staff, vendors, visitors, or unknown individuals.
- Offender - An individual that commits a behavior. An offender can be a student or non-student and may or may not have a relationship with the school.
- Alcohol - Any product containing at least 0.5 alcohol by volume or weight. Examples include beer, wine and spirits.
- Tobacco - A product containing tobacco in any form.
- Marijuana - Violation of laws or ordinances prohibiting the manufacture, sale, purchase, transportation, possession or consumption of marijuana. Suspicion of being under the influence may be included if it results in disciplinary action.
- Prescription medication - Unlawful use, distribution, sale, solicitation, possession or purchase of prescription medication in violation of school policy.
- Over the counter medication (OTC) - Inappropriate use (as determined by medication instructions) of any over the counter medication (aspirin, cough syrups, caffeine pills, nasal sprays) in violation of school policy.
- Inhalants - Inappropriate use of breathable chemical vapors which are subject to abuse such as spray paint, solvents, household and commercial gases, and nitrites (for example, in antifreeze) in violation of school policy.
- Methamphetamines - Violation of laws or ordinances prohibiting the manufacture, sale, purchase, transportation, possession or consumption of methamphetamine. Suspicion of being under the influence of methamphetamine may be included if it results in disciplinary action.
- Other Drugs – A substance regulated by the Controlled Substances Act, such as meth, PCP, etc. If "other drugs" data was reported prior to April 15th, 2008, reassign the incident to the appropriate drug category as necessary. Do not double report "other drug" incidents, e.g. if a marijuana incident is reported in the marijuana table, do not be report the incident a second time in the "other drugs" table.
- Distribution - The actual or attempted sale, delivery, or dispensing of a prohibited substance to another person.
- Use - Inhalation, injection, or consumption of a prohibited substance.
- Possession - To bring or exercise control over a prohibited item on school property or at a school sponsored activity.
- OOS - Out-of-School Suspensions - Prohibiting school attendance for fewer than ten consecutive days.
- Exp - Expelled - Prohibiting school attendance, without services or an alternative setting, for ten or more consecutive school days.
- IIS - In School Suspensions - The assignment of a student to a restrictive program within the student's regular school day based upon the student's misbehavior.
- Truancies - Unauthorized absence from an assigned class or activity during school hours. For reporting purposes, include any truancy where parents are notified in writing or any other administrative action is taken.
- Violent incident - Any behavior that violates the intent of a school to be free of aggression against persons or property, weapons, disruptions and disorder. Violent incidents include, but are not limited to: battery, fighting, harassment, homicide, physical altercation, robbery, school threat, sexual battery and threats/intimidation.
- Physical Injury - Incidents in which any persons on school grounds require professional medical attention. Examples include stab or bullet wounds, concussions, fractured or broken bones or cuts requiring stitches.
- Insubordination - Verbal abuse, failure to follow verbal instructions and/or requests.
- Harassment - Conduct whether verbal, written, graphic, or physical relating to student's race, national origin, color, disability or sex that is sufficiently severe, pervasive or persistent.
- Bullying - Intentional, repeated hurtful acts, words or other behavior by one or more children against another.
- Vandalism - Disrespect, destroying, defacing property and/or buildings.
- Firearms - Center fire or rim fire cartridge firing weapons. For BB guns or pellet guns, see below.
- Explosives - Any destructive device, or weapon that may be readily converted to, which includes any explosive, incendiary, or poison gas (bomb, grenade, mine, rocket) having a propellant charge of more than four ounces. This category includes devices that expel a projectile by the action of an explosive or other propellant and have any barrel with a bore of more than one-half inch in diameter.
- Non-firearm weapons - Items used as weapons, toy guns, BB guns, pellet guns, air pistols, paint guns, etc.
- Aggravated Arson - Burning or damaging by fire or explosion a structure or real or personal property, resulting directly or indirectly, in great bodily harm, permanent disability, permanent disfigurement or death of any person, regardless of intent or lack of intent to cause such harm. Ref.: Idaho Code § 18-802.
- Aggravated Assault - An assault with a deadly weapon or instrument, without the intent to kill, or an assault by any means or force likely to produce great bodily harm. Ref.: Idaho Code § 18-905.
- Aggravated Battery - Battery in which a person: (a) causes great bodily harm, permanent disability or permanent disfigurement; or (b) uses a deadly weapon or instrument; or (c) uses any vitriol, corrosive acid, or a caustic chemical of any nature; or (d) uses any poison or other noxious or destructive substance or liquid; or (e) upon the person of a pregnant female, causes great bodily harm, permanent disability or permanent disfigurement to an embryo or fetus. Ref.: Idaho Code § 18-907.
- Homicide - The unlawful killing of a human being.
- Kidnapping - Kidnapping for the purpose of obtaining money, property or anything of value for the return of the person.
- Robbery - The felonious taking of personal property in the possession of another, from his person or immediate presence, and against his will, accomplished by means of force or fear. Ref.: Idaho Code § 18-6501.
Note: Robbery differs from theft because of the physical presence of the victim and the force or fear component involved in the perpetrator taking the property from the victim against his will.
- Sexual Offense - Rape, crime against nature, forcible sexual penetration by use of foreign object, sexual abuse of a child under the age of sixteen, ritualized abuse of a child, sexual exploitation of a child, Lewd conduct with a minor child under sixteen, or sexual battery of a minor child sixteen or seventeen years of age.
- Stalking - Any person who willfully, maliciously and repeatedly follows or harasses another person.
- Threat of or Actual Physical Injury - To express an intent, through word or action, to inflict harm on another person, with the apparent ability to do so, and doing some act which creates a well-founded fear that violence is imminent.
