Title I Program Data Collection and Publishing
Vermont Ed-Fi Reporting for Title I eligible Students
This document explains all the information needed for Title I students, data collection, modification, and publishing for all students in the District who are eligible for Title I Programs.

Selection Criteria
Student Level
The Student must not be excluded from State Reporting.
The Student must have a State Student Number.
The Student must have a valid enrollment record for the current session.
The Student must not be excluded from Title I Participation.
The Student must have valid records under the Title I Information section under the TI tab. (non-school-wide Title I schools).
The School must not be excluded from State Reporting.
The School is not a private school.
School Level
Individual schools within a district may be identified as participating in a school-wide Title 1 program. In this scenario, all students enrolled in the participating school should be reported to the DOE as having a Title I program record that spans the dates of their enrollments at a Title I school. For this feature to work, the Title 1 School checkbox must be selected. Navigate to Title 1 School:
Start Page > District Setup > Schools/School Info > Edit School

Publishing Logic
Non-school-wide Title I schools:
To successfully publish Title I records to the state, Title I Participant must not be set to No and a record must be created in the TI tab under Title I Information within the current school year.
If the Program start date is from a previous school year, but the exit date is either blank or within the current school year, the student's current year school entry date is used as the program start date.
School-wide Title I schools:
If a student's Title I Participant field is set to (0) No, Title I program records are not automatically generated for the student.
If a student in a School-Wide Title I school already has a Title I program entered on his TI tab for the year, the student level program is published. Additional Title I records are not auto-generated.
It is assumed that if a student in a school-wide Title I school is manually given a Title I program, the student level program is meant to 'override' the school level program settings.
If Title I Participant is not No and the student does not already have a Title I student level program and the school is set as Title 1 School, all students enrolled in the participating school are reported to the DOE as having a Title I program record that spans the dates of their enrollments at a Title I school.
