Ed-Fi: Updates to Student Enrollment Publishing

Updated Enrollment Category Publishing to publish enrollments regardless of the current enrollment status. Previously, if the current enrollment was excluded from State Reporting, it prevented previous enrollments from publishing. Now, previous enrollments can be published regardless of the current enrollment status.

Updated StudentSchoolAssociations Resource to consider all enrollments for publishing, not just the currently active enrollment.
