PSSR-306874Effective Date Updates for Certification Licensure Codes and IBC Vendor Codes

TEA made various updates for 2022-23 to the Certification Licensure Codes in Code Table C214 and IBC Vendor Codes in Code Table C226. Some codes became obsolete, new codes were added, and many certified IBC vendors were updated. TEA has issued new guidance for the PEIMS Fall Submission for the reporting of IBC's taken last summer between June 1, 2022 and August 31, 2022. These will now be validated against the 2021-22 versions of the code tables, and not the updated 2022-23 versions.

  • The C214 and C226 TEA code tables and effective dates are stored in the PS_Common_Code table in PowerSchool and are used to control the data entry validations and interconnected dropdown lists for Industry Certifications and IBC Vendor Codes based on the date selected in the certification record.
    • The Effective End Dates for codes rendered obsolete for the 2022-23 school year are now modified from 05/31/2022 to 08/31/2022.
    • The Effective Start Dates for new 2022-23 codes are now modified from 06/01/2022 to 09/01/2022.
  • Certifications taken last summer can now be entered using the valid codes in effect for that timeframe.
  • Any IBC records dated between 06/01/2022 and 08/31/2022 already entered in PowerSchool should be verified to avoid eDM validation errors when uploading the Student Interchange for the Fall PEIMS collection.
PSSR-299103New Calculation to Store Course Sequence Code in Sections

A new process to store calculated course sequence codes for each section is now availalbe to simplify the reporting of Ed-Fi records.

  • A new field is added to the Texas extension of Sections table: S_TX_SEC_X.E0948_Course_Seq_Calc
  • This field now appears as read-only on the Sections page above the existing Course Sequence Code override field with a label of "Course Sequence Code (E0948 - Calculated)."
  • Depending on the Course Sequence Code value assigned in Courses or in the section Course Sequence Override along with the term(s) in which the section is scheduled, values stored in this field may represent the actual course sequence code reported via Ed-Fi or may be a calculated designation for courses scheduled across multiple terms, which are reported with multiple records to TEA.
    • A Non-HS Credit
    • 0 or D0: Single Term
    • 1 or D1: Part 1 of 2
    • 2 or D2: Part 2 of 2
    • 3 or D3: Part 1 of 3
    • 4 or D4: Part 2 of 3
    • 5 or D5: Part 3 of 3
    • 6 or D6: Part 1 of 4
    • 7 or D7: Part 2 of 4
    • 8 or D8: Part 3 of 4
    • 9 or D9: Part 4 of 4
    • Y2 or DY2: Full Year section split into 2 semesters (1 & 2 or D1, D2; requires set up of Semester terms)
    • Y3 or DY3: Full Year section split into 3 trimesters (3, 4 & 5 or D3, D4, D5; requires set up of Trimester terms)
    • Y4 or DY4: Full Year section split into 4 quarters (6, 7, 8 & 9 or D6, D7, D8, D9; requires set up of Quarter terms)
    • X1 or DX1: Accelerated Q1/Q2 S1 section split into 2 semesters (1 & 2 or D1, D2; requires setup of Quarter terms)
    • X2 or DX2: Accelerated Q3/Q4 section S2 section split into 2 semesters (1 & 2 or D1, D2; requires setup of Quarter terms)
PSSR-296601PEIMS Error Check Enhancements

Improvements to existing error checks and new state reporting error checks are now available on the PEIMS Error Check tabs. These updates apply to the PEIMS Error Checks in the UI. The Staff and Student PEIMS Error Checks reports will be updated with the same changes in a subsequent release.

  • Student Selection Criteria
    • Students enrolled in non-reportable schools that are NOT flagged as the Charter Waitlist or Child Find Placeholder campuses are now excluded from all error checks.
    • Students who are enrolled in the non-reportable Charter Waitlist or Child Find placeholder campuses are included in these two categories only and excluded from all others:
      • Student Demographics
      • Student FTE
  • Staff Error Checks: In some cases, the pencil icon link misdirected the user to the wrong staff member. These checks now work as expected.
  • Error Checks and Data Entry Validations for Missing/Invalid SSN's - Students and Staff
    • The logic related to invalid SSN is enhanced to ensure that the values entered conform to the broader set of rules that dictate valid SSN's:
      • Must have 9 digits
      • The first 3 digits should not be 000, 666, or between 900 and 999.
      • The 4th & 5th digits should be between 01 to 99.
      • The 5th through 9th digits should be between 0001 to 9999.
  • New Student Error Check: Missing Dyslexia Screening Exception Reason
    • These checks apply only to students in grade KG (0) or 1, and are designed to enforce new TEA fatal error 40100-0234: If DYSLEXIA-RISK-CODE is "03", then DYSLEXIA-SCREENING-EXCEPTION-REASON must not be blank.
    • Grade KG student has a value of (03) Not Screened for Grade KG Dyslexia Risk Code (E1644), but the value for Grade KG Dyslexia Screening Exception Reason (E1732) is blank.
    • Grade 1 student has a value of (03) Not Screened for Grade 01 Dyslexia Risk Code (E1644), but the value for Grade 01 Dyslexia Screening Exception Reason (E1732) is blank
  • New Student Error Check: Missing Student Census Block
    • This new error check appears on the Student PEIMS tab directly below the check for Missing Dyslexia Screening Exception Reason.
    • The check applies only to students who are required to be reported with a Census Block code for the PEIMS Fall Submission based on the following criteria:
      • Enrolled on Fall Snapshot Date.
      • Student does not have a Census Block record in effect for the Fall Snapshot Date.
      • Economic Disadvantaged Code not 00 or blank
      • Homeless Status Code is 0 or blank
      • ADA Eligibility Code not 0, 4, 5, or 8
      • Attribution Code not 21 or 23
  • New Error Check Tab: Student Enrollment
    • This new tab appears directly after the Student PEIMS tab, and has two panels: Current Enrollment and Previous Enrollments. The pencil icons direct the user to the appropriate Transfer Info record.
    • Missing Track for PK Student
      • Student grade level = -1 or -2 in the enrollment or previous enrollment.
      • The Default Instructional Program Type (E1600) for the school does not = 03, 04, 14, or 15.
      • There is no Track assignment in the enrollment record.
      • Error message details: Student Name (Student Number, Grade, Track)
    • Invalid Track for PK Student
      • Student grade level = -1 or -2 in the enrollment or previous enrollment.
      • The Default Instructional Program Type (E1600) for the school does not = 03, 04, 14 or 15.
      • The record has a Track assignment, but it is not valid based on the Schools/School Info setup for School Day Minutes and Instructional Program Type at the school of enrollment in the record.
      • Student must have an assigned Track at the school where Instructional Program Type is one of the valid codes for PK programs: 03, 04, 14 or 15
      • Error message details include the assigned track and the Instructional Program Type assigned to that track in Schools/School Info per these examples:
        • 12345, PK4, Track B, Instr Prog Type 02: Charter School
        • 67893, PK3, Track D, Instr Prog Type 06: DAEP
    • Invalid Track for Non-PK Student
      • Student grade level = 0-12
      • The record has a Track assignment, but it is for a Track assigned to PK students based on the Schools/School Info setup for School Day Minutes and Instructional Program Type.
      • If the record has a Track, it cannot be for a track at the school where Instructional Program Type is one of the codes for PK programs: 04, 14 or 15
      • The error message details also include the student's assigned track and the Instructional Program Type for that track.
PSSR-305861Staff Responsibility Record Updates and New Nightly Process

Staff Responsibiltiy and Record Creation: Version 21.11.1
Updates are now available to correct known issues with the Staff Responsibility Record Creation Process and to implement a new nightly process to support Ed-Fi reporting.

  • Staff Responsibility records are now refreshed as expected when running the Staff Interchange with the "Refresh" option. It is no longer necessary to run the separate Staff Responsibility Record creation report prior to generating the interchange.
  • The Fall Snapshot parameter no longer appears on Staff Interchange state reports page. The Fall PEIMS Snapshot Date is now sourced from District > Years and Terms > Year Term > PEIMS Fall Submission Dates.
  • PE Service ID's
    • The Days Taught and Minutes Taught Week 1-4 elements are now populated and extracted as required for these new PE courses and Service ID's. Data entry validations also enforce the population of these fields on the responsibility record page.
      • PES00051: Lifetime Fitness and Wellness Pursuits
      • PES00056: Skill-Based Lifetime Activities
    • Obsolete Service ID's that previously required these additional elements are removed from the process: PES00052, PES00054, PES00055.
  • A new nightly process for the Staff Responsibility Record Creation process has been added to populate and refresh the Staff Responsibility record table (S_TX_USR_RESP_C) to support Ed-Fi reporting. This process runs nightly from August 1 through the last day of January with default time of 4:00 AM. Districts can modify the time as needed.

Student Assessment Registration File: Version 22.11.1
The output of these columns is modified to use a N (No) and Y (Yes) model instead of values of 0 or 1 in order to conform to the Cambium validations. The default is N.

  • Column N: Hispanic Latino Code (ETH)
  • Column O: American Indian Alaska Native Code (I)
  • Column P: Asian Code (A)
  • Column Q: Black African American Code (B)
  • Column R: Native Hawaiian Pacific Islander Code (P)
