Updated sections.sectionofferedgradelevel.gradeleveldescriptor using the logic SECTIONS.COURSE_NUMBER with the following logic:

• first character is 1 then report grade levels 0 through 6

• first character is 2 then report grade levels 7 and 8

• first character is IN (3, 4, 5, 6, 8) then report grade levels 9 through 12
