Excluding In Attendance Code from Publishing

As part of this ticket implementation:

We have excluded the positive attendance which has an In Attendance descriptor value from publishing under STUDENTSCHOOLATTENDANCEEVENTS(Daily Attendance) resource.
SC-VTP is the only positive attendance that will get published in the dashboard.
Absent codes (Excused, Unexcused) are getting published successfully.
